SYNOPSIS AS INTRODUCED:
 
45 ILCS 77/25  from Ch. 114, par. 925

    Amends the Interstate Rail Passenger Network Compact Act. Provides that the Governor, President of the Senate, Speaker of the House of Representatives, and minority leaders of the House of Representatives and Senate may each appoint non-voting alternate members who are only able to vote upon written authorization by a voting member who is unable to perform his or her duties. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Interstate Rail Passenger Network Compact
5Act is amended by changing Section 25 as follows:
 
6    (45 ILCS 77/25)  (from Ch. 114, par. 925)
7    Sec. 25. Advisory council. The interstate rail passenger
8advisory council, referred to in this compact as the "council"
9is created. The membership of the council consists of 3
10individuals from each participating state, except Illinois
11which shall have 20 members. The Governor, President of the
12Senate, and Speaker of the House of Representatives from each
13state shall each appoint 3 members of the council, and in
14Illinois, the Governor, President of the Senate, Speaker of the
15House of Representatives, the minority leader of the House of
16Representatives and the minority leader of the Senate shall
17also each appoint 4 members of the council. The Governor,
18President of the Senate, Speaker of the House of
19Representatives, minority leader of the House of
20Representatives, and the minority leader of the Senate may each
21appoint up to 4 alternate members; however, no alternate member
22shall vote as a member of the council unless the same shall be
23authorized in writing to exercise the vote of a member of the
