SENATE RESOLUTION

 
2    WHEREAS, Numerous municipalities across Illinois are
3struggling to provide the required basic services, including
4public safety and public works, because of mounting debt and
5structurally insufficient tax bases; and
 
6    WHEREAS, The financial situations in small and
7medium-sized municipalities garner little, if any, public
8attention, leaving the public and the Illinois General Assembly
9in the dark and lacking independent information about such
10challenges; and
 
11    WHEREAS, The public has a right to understand the depth and
12scope of financial problems facing municipalities in order to
13contemplate solutions; and
 
14    WHEREAS, The Illinois General Assembly needs to understand
15the depth and scope of financial problems facing municipalities
16in order to effectively govern the State and ensure adequate
17basic services to all residents; and
 
18    WHEREAS, Municipalities are required to submit annual
19financial information to the Illinois Comptroller under the
20Governmental Account Audit Act, including an accounting of
21revenue, expenditures, and debt; and

1    WHEREAS, The Illinois Comptroller is required to make such
2information public and to produce an annual report under the
3Fiscal Responsibility Law; and
 
4    WHEREAS, The Illinois Comptroller is statutorily required
5to appoint an advisory board of local government officials and
6certified public accountants, known as the Local Government
7Advisory Board; and
 
8    WHEREAS, An annual report delineating municipalities that
9are in financial distress would help the public and Illinois
10General Assembly understand and address such challenges that
11may threaten the public welfare; therefore, be it
 
12    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
13ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Comptroller
14to collaborate with the Local Government Advisory Board to
15develop metrics that will help identify municipalities with a
16population of less than 100,000 that are in financial distress;
17and be it further
 
18    RESOLVED, That we urge the Comptroller to produce an annual
19report to the public delineating municipalities in financial
20distress and the metrics used to determine such a designation;
21and be it further
