Replaces everything after the enacting clause. Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Provides that the provisions of the Act regarding fingerprint vendors do not apply to any member of a local law enforcement agency, acting on behalf of the local law enforcement agency that is registered with the Department of State Police to provide fingerprinting services for non-criminal justice purposes, notwithstanding whether the local law enforcement agency charges a reasonable fee related to the cost of offering fingerprinting services. Amends the Firearm Owners Identification Card Act. Provides that if a person is determined to pose a clear and present danger to himself, herself, or to others by a law enforcement official or school administrator, then the law enforcement official or school administrator shall, within 24 hours of making the determination, notify the Department of State Police (rather than the Department of Human Services) that the person poses a clear and present danger. Amends the Firearm Concealed Carry Act. Provides that the Concealed Carry Licensing Review Board may require that the applicant submit electronic fingerprints to the Department for an updated background check where the Board determines it lacks sufficient information to determine eligibility. Provides that a person who has qualified to carry a firearm as an active law enforcement or corrections officer, who has successfully completed firearms training as required by his or her law enforcement agency and is authorized by his or her agency to carry a firearm (rather than a person who has qualified to carry a firearm as an active law enforcement officer) is exempt from the firearms training requirements. Provides that the Department of State Police and certified firearms instructors shall recognize up to 8 hours of training already completed toward the 16 hour training requirement if the training course is submitted to and approved by the Department and was completed in connection with the applicant's previous employment as a law enforcement or corrections officer. Provides that any remaining hours that the applicant completes must at least cover the classroom subject matter of all applicable State and federal laws relating to the ownership, storage, carry, and transportation of a firearm, and the range qualification. Provides that a non-resident's eligibility to carry a firearm in public under the laws of his or her state or territory of residence may be evidenced by the possession of a concealed carry license or permit issued by his or her state of residence, if applicable. Establishes procedures for stop of non-resident concealed carry licensees. Provides that a former law enforcement or corrections officer seeking up to 8 hours credit shall provide evidence that he or she separated from employment in good standing from each law enforcement agency where he or she was employed. Provides that an applicant who was discharged from a law enforcement agency for misconduct or disciplinary reasons is not eligible for credit. Makes other changes. Effective immediately.
