Synopsis As Introduced
Amends the Metropolitan Water Reclamation District Act. Provides that the district may sell or otherwise dispose of recovered resources or renewable energy resources resulting from the operation of district facilities. Allows the district to take in materials used in the generation of usable products from recovered resources or which increase the production of renewable energy resources. Provides legislative findings, and defines terms. Effective immediately.

Replaces everything after the enacting clause. Amends the Regional Transportation Authority Act. Provides that the Authority shall, within 12 months of the effective date of this amendatory Act, create a website known as the Greater Chicago Mass Transit Transparency and Accountability Portal (CHI-TAP). Requires the website to contain a database of certain information about employees employed by the Authority and its Service Boards. Provides the website must contain other information including contracts, expenditures, and safety and accident information required to be reported under federal law. Requires each Service Board to furnish to the Board read-only access to its financial information, including, but not limited to, audits and reports. Prohibits a Director, Service Board director or member, former Director, or former Service Board director or member from, during his or her term and for a period of one year immediately after the end of his or her term, engaging in business dealings with, knowingly accepting employment from, or receiving compensation or fees for services from the Regional Transportation Authority or any of its Service Boards. Requires certain contracts and bonuses to be submitted to the Authority for review. Amends the Open Meetings Act. Allows a public body to hold closed meetings to consider employment contracts between the Authority and its Service Boards. Amends the State Mandates Act to require implementation without reimbursement.
