Synopsis As Introduced Amends the Unified Code of Corrections. Changes provisions concerning certificate of relief from disabilities and certificates of good conduct. Changes certificates of relief from disabilities to certificates of relief from collateral consequence or sanction. Provides that upon receiving verified application to the court for a petition for a certificate of relief from collateral consequence or sanction or for a certificate of good conduct, the court shall review the petition and all other relevant materials or evidence. Provides that the court may order any report, investigation, or disclosure by the petitioner that the court believe necessary for the court to make its determination on whether to grant or deny the petition. Provides that the court shall decide whether to grant or deny the petition within 60 days after the court receives or is forwarded the completed petition and all information requested by the court for purposes of making its determination. Provides that upon request of the petitioner, the court may extend the period for determination for an additional 60 days. Provides that the correctional facility shall issue a certificate of qualification for employment to the individual being released who meets certain eligibility requirements. Provides that a certificate of qualification for employment shall only be issued within 30 days before the prisoner is released from a correctional facility, and the certificate is valid for 4 years after the date it is effective unless otherwise revoked by the Department of Corrections or county sheriff. Provides that the Department or county sheriff shall revoke the certificate of qualification for employment if the prisoner commits any criminal offense during the 30-day period before release, and the Department or county sheriff may revoke the certificate of qualification for employment if the prisoner has any institutional misconduct during that period. Provides that the Department or county sheriff shall revoke the certificate of qualification for employment of any individual who commits a felony after receiving a certificate of qualification for employment and who is then placed under the jurisdiction of the Department or county sheriff for committing that felony offense. Amends the Child Care Act of 1969 to make a conforming change.
