Synopsis As Introduced
Amends the Public Education Affinity Credit Card Act. Makes a technical change in a Section concerning the purpose of the Act.

Replaces everything after the enacting clause. Creates the Illinois Business and Economic Development Partnership Act. Provides legislative findings. Creates the Illinois Business and Economic Development Corporation Act. Creates the Illinois Business and Economic Development Corporation as a private-public economic development corporation. Provides for the operations of the Illinois Business and Economic Development Corporation including the appointment of its board of directors, and makes it subject to the oversight of the Department of Commerce and Economic Opportunity. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Repeals a provision relating to the Illinois Business Development Council. Effective immediately.

House Floor Amendment No. 4
Provides that sub-grants entered into by the Illinois Business and Economic Development Corporation shall be subject to the approval of the Illinois Department of Commerce and Economic Opportunity.

House Floor Amendment No. 5
Provides that the Illinois Business and Economic Development Corporation shall make every effort to focus on small business development and incentives and programs designed to assist minority-owned and women-owned businesses and businesses that will create jobs in areas with high unemployment or poverty.

House Floor Amendment No. 6
Changes the composition of the Illinois Business and Economic Development Corporation's board of directors by requiring at least 6 (rather that at least 4) of the 11 directors appointed by the Governor to be representatives of minority-owned and women-owned businesses.

House Floor Amendment No. 7
Provides that the Office of Economic Development and Tourism shall be created for the purpose of collaborating with the Illinois Business and Economic Development Corporation, issuing grants and transferring funds to the corporation, subject to appropriation (rather than issuing grants to the corporation), and being responsible for certain functions of the Illinois Department of Commerce and Economic Opportunity. Requires the corporation to submit by March 31 of each year its annual report to the Governor and other specified persons and entities describing the corporation's operations and activities during the prior fiscal year (rather than the corporation shall submit an annual report). In addition to other specified information, requires the corporation to include in its report (i) a detailed account of how private funds were utilized versus public funds and (ii) an analysis of the State's return on investment.

House Floor Amendment No. 8
Provides that members of the Illinois Business and Economic Development Corporation's board of directors are prohibited from making any contributions to any political committee established to support the Governor or any candidate for Governor. Provides that any business entity whose cumulative pending applications for grants or tax incentives or previously approved grants or tax incentives in the aggregate value more than $50,000, and any affiliated entities or affiliated persons of such business entity, are prohibited from making any contributions to any political committees established to support the Governor or any candidate for Governor.

House Floor Amendment No. 9
Provides that the Illinois Business and Economic Development Corporation Act becomes inoperable 3 years after the effective date of the Act.
