Synopsis As Introduced
Amends the Professional Boxing Act to provide for the regulation of martial art and mixed martial art matches and exhibitions. Requires a promoter to submit to the Department, after making initial application to conduct an event and within 10 days of a scheduled event, proof of insurance for not less than $50,000 (instead of $10,000) for each contestant participating in a contest or exhibition. Makes other changes. Repeals a Section concerning ultimate fighting exhibitions.

Further amends the Professional Boxing Act to add a provision exempting from the Act any organized sanctioning body or accredited school competing in amateur kick-boxing, mixed martial arts, or boxing.

Senate Committee Amendment No. 1
Exempts from the Professional Boxing Act any organized sanctioning body or accredited school competing in amateur kick-boxing, mixed martial arts, or boxing that is approved by the Department (now, Department approval is not required).

Senate Committee Amendment No. 3
Adds reference to:
225 ILCS 105/17.9

In the Section concerning tickets and taxing, removes the exemption of boxing contests conducted at premises with an indoor seating capacity of more than 17,000. Provides that a promoter may not issue complimentary tickets for more than 4% of the tickets sold without the Department of Financial and Professional Regulation's written authorization or issue any other ticket unless provided for by rule of the Department and that the promoter shall be responsible for paying the tax for all complimentary tickets over and above the 4% maximum cap. Requires a promoter who conducts a boxing contest under the Act to pay to the Department a tax of 3% (instead of 10%) of the first $500,000 of gross receipts from the sale of admission tickets. Allows the Secretary of Financial and Professional Regulation to summarily suspend a license without a hearing if the Secretary finds that evidence in the Secretary's possession indicates that the continuation of practice would constitute an imminent danger to the public, participants, including any contest officials, or the individual involved or cause harm to the profession (now, summary suspension is allowed in cases of imminent danger to the public or the individual involved). Makes other changes.
