Synopsis As Introduced
Amends the Wildlife Code. Requires that deer hunting permits be issued without charge to the lineal descendants of an Illinois resident who owns at least 40 acres of Illinois land, provided that the lineal descendants hunt only upon that landowner's land.

House Floor Amendment No. 2
Deletes everything after the enacting clause. Amends the Wildlife Code. Requires the Department of Natural Resources to conduct a one-year pilot program for the 2006 deer hunting season under which a landowner may purchase up to 4 additional deer hunting permits at the appropriate non-resident or resident permit rate for use by the landowner's lineal descendants who do not reside with the landowner. Requires that the landowner provide a notarized affidavit that the persons for whom the landowner is purchasing the permits are his or her lineal descendants. Provides that a landowner who obtains or attempts to obtain the permits on a false claim loses deer hunting permit privileges for 3 years. Provides that the lineal descendant permits are in addition to any permit limit in the relevant county or counties.

House Floor Amendment No. 3
Deletes everything after the enacting clause. Reinserts the provisions of House Amendment No. 2 with the following changes: Requires that the lineal descendant (now, only the landowner) sign a notarized statement of lineal descent. Provides that the permit allows the permittee to take antlerless deer only.
