Synopsis As Introduced
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on September 9, 1999 by the Village of Downs must be completed by December 31 of the thirty-second year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.

Governor Amendatory Veto Message
Proposes to amend the Property Tax Code to provide the following: (i) that, beginning in taxable year 2008, the amount of the disabled veterans standard homestead exemption is $1,000,000 for veterans with a service-connected disability of at least 50% (now, the exemption is $5,000 for veterans with a service-connected disability of at least 75% and $2,500 for veterans with a service-connected disability of at least 50% but less than 75%); (ii) that the requirement that a qualified residence must have an equalized assessed value of less than $250,000 be eliminated; (iii) that, if a disabled veterans homestead exemption is granted and the veteran becomes a resident of a facility licensed under the Nursing Home Care Act, then the exemption shall continue (A) so long as the qualified residence is occupied by the veteran’s spouse, or (B) if the residence is unoccupied, until the veteran or the veteran’s spouse is not the owner of record; and (iv) that each tax bill shall include the total amount of tax due prior to the application of the disabled veterans homestead exemption. Provides for implementation without reimbursement by the State.
