Synopsis As Introduced
Amends the State Finance Act. Provides that for personnel under the jurisdiction of the State travel control boards, the allowance rate for automobile travel mileage reimbursement, which is the same as the rate set by federal regulations, shall be increased or decreased during the State's fiscal year as of the effective date of the federal regulations (now, increases do not take effect until the next July 1).

House Committee Amendment No. 1
Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.

State Debt Impact Note, House Committee Amendment No. 1 (Government Forecasting & Accountability)
HB 5534 (H-AM 1) would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

Judicial Note, House Committee Amendment No. 1 (Admin Office of the Illinois Courts)
Based on a review of HB 5534 (H-AM 1), it has been determined that the bill would neither increase nor decrease the number of judges needed in the State.

 Correctional Note (Dept of Corrections)
 Fiscal Impact is unknown.

Pension Note, House Committee Amendment No. 1 (Government Forecasting & Accountability)
HB 5534 (H-AM 1) will not impact any public pension or retirement system in Illinois.

Fiscal Note, House Committee Amendment No. 1 (Dept. of Central Management Services)
HB 5534 (H-AM 1) will have a minimal fiscal impact of approximately $10,000 to CMS' travel budget.

Home Rule Note, House Committee Amendment No. 1 (Dept. of Commerce & Economic Opportunity)
HB 5534 (H-AM 1) does not pre-empt home rule authority.
