Synopsis As Introduced
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to develop a program to make grants to local development organizations. Provides that under this program, a county or municipality may apply to the Department for a grant to be awarded to a local development organization in that county or municipality for the purpose of fostering local or regional economic development. Provides that these grants are subject to appropriation and sets forth the purposes for which the grants may be used. Authorizes the Department to make rules concerning the program. Effective on January 1, 2009.

House Committee Amendment No. 1
Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.

House Committee Amendment No. 2
Provides that the grant program is subject to appropriation.

House Floor Amendment No. 3
Deletes everything after the enacting clause. Reinserts the substantive provisions of the bill as amended by House Amendments 1 and 2. Provides that an organization is not eligible to receive grant moneys under the program if it has publicly endorsed any political candidate or if it distributes political questionnaires. Provides that organizations receiving funds under the program may be required to submit to audits by the Department.
