Synopsis As Introduced
Amends Public Act 95-348, which made appropriations for FY2008, by repealing several Articles and Sections. Makes appropriations from GRF to the Comptroller to pay outstanding vouchers related to medical expenses. Makes appropriations to the Secretary of State for soil and water conservation grants. Makes appropriations to the University of Illinois for the State Cooperative Extension Service. Effective immediately.

 The fiscal impact is unknown at this time, but this bill would add substantial new responsibilities to the Office of Secretary of State and additional staff would be required to administer the new grants.

House Floor Amendment No. 1
Deletes all the changes relating to Soil and Water Conservation Districts and to Cooperative Extension Services.

 Balanced Budget Note, House Floor Amendment No. 1 (State Representative Lisa M. Dugan)
 HB 6334, as amended by HA #1, increases appropriations for the purpose of paying down past Medicaid debt by the amount of $219,964,330. This spending will generate federal revenue in the amount of $109,982,165. The remaining $109,982,165 is accounted for by the elimination of specific reductions in the FY 08 budget. Therefore, this bill has no net impact on the FY 08 budget.

 No fiscal effect on a single-family residence.

 Fiscal Note, House Floor Amendment No. 1 (Dept. of Healthcare & Family Services)
 Supplemental appropriations for various Medicaid lines totaling $220 million, which are ordinarily paid by the Department of Healthcare and Family Services, are made to the Comptroller. Federal matching funds would offset about half the cost associated with these supplemental appropriations, leaving a net cost of about $110 million for Medicaid, for which there is no revenue. HB 6334, as amended by HA1, rescinds multiple articles for grants, many of which have already been awarded and spent. Therefore, these amounts cannot be used to offset the cost of the Medicaid supplements, further increasing the FY 2008 budget deficit.
