Synopsis As Introduced
Creates the FY2005 Budget Implementation Act. Provides that the purpose of the Act is to make the changes in State programs that are necessary to implement the Governor's FY2005 budget recommendations.

Deletes everything. Amends the State Finance Act. Requires certifying officers to designate a contingency reserve equal to 2.25% of the total appropriation made to each State agency from the General Revenue Fund for State fiscal year 2005. Excludes appropriations for State Board of Education grants or for the purposes of the Children's Health Insurance Program Act. Provides that those reserves may not be obligated, encumbered, or expended and may not exceed a total of $400,000,000. Effective immediately.
