Synopsis As Introduced
Amends the Private Detective, Private Alarm, Private Security, and Locksmith Act of 2004. Changes the short title to the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 and makes conforming changes in various other Acts. Adds provisions to the Act requiring the licensure of fingerprint vendors (persons that offer, advertise, or provide services to fingerprint individuals, through electronic or other means, for the purpose of providing fingerprint images and associated demographic data to the Department of State Police for processing fingerprint based criminal history record information inquiries). Preempts home rule powers. Effective immediately.

Senate Floor Amendment No. 1
Removes the provision allowing a person who has obtained a permanent employee registration card to operate live scan fingerprint equipment or other equipment designed to obtain fingerprint images for the purpose of providing fingerprint images and associated demographic data to the Department of State Police without having successfully completed a fingerprint training course and being licensed as a fingerprint vendor. Removes the provision allowing the registered employee of a licensed fingerprint vendor agency who has successfully completed a fingerprint training course to operate live scan equipment or other equipment designed to obtain fingerprint images for the purpose of providing fingerprint images and associated demographic data to the Department of State Police. Makes technical changes concerning the short title of the Act.
