Amends the Nursing Home Care Act. Makes a technical change in a Section concerning the short title.

Replaces everything after the enacting clause. Amends the Nursing Home Care Act and the Nurse Practice Act. Provides for a 2-year pilot program where the Department of Financial and Professional Regulation shall certify persons as medication aides-certified and those persons may administer medication under the supervision of a registered nurse in a participating skilled nursing facility. Provides certification criteria for medication aides-certified. Establishes a task force to select participating skilled nursing facilities, and provides selection criteria for skilled nursing facilities that wish to participate in the pilot program. Provides that no more than 10 skilled nursing facilities shall participate in the pilot program. Provides that for the purpose of computing staff-to-resident ratios, a medication aide-certified shall be included as direct-care staff. Provides that the Center for Nursing of the Department of Financial and Professional Regulation shall collect data regarding patient safety, efficiency, and errors and shall report to the General Assembly by December 31, 2017. Makes other changes. Effective Immediately.

Replaces everything after the enacting clause. Amends the Nurse Practice Act. Creates the Medication Aide Pilot Program and provides that the Department of Financial and Professional Regulation shall license and regulate licensed medication aides under the pilot program. Provides that, under the pilot program, medication aides may be employed only at authorized long-term care facilities located in the State and establishes the criteria a facility must meet in order to participate in the pilot program. Establishes licensing and practice requirements for medication aides and authorizes the Department to enforce the provisions of the pilot program. Makes related changes in the Nursing Home Administrators Licensing and Disciplinary Act and the Nursing Home Care Act regarding the Department's authority to take disciplinary measures against facilities participating in the pilot program. Effective immediately.
