Deletes everything after the enacting clause. Amends the Disabilities Services Act of 2003. Adds provisions concerning: legislative intent; applicability; definitions; allocation of public funds; quality assurance and improvements; dissemination of information; reports; effect on existing rights; rules; and service provider cost reporting and accountability. Amends the State Finance Act. Creates the Olmsted Implementation Fund and the Older Adult Services Fund as special funds in the State treasury. Effective July 1, 2008.

Deletes everything after the enacting clause. Creates the Money Follows the Person Implementation Act as a new Article in the Disabilities Services Act of 2003. Contains legislative intent provisions. Defines certain terms. Provides that the State will endeavor to increase the percentage of community-based long-term care spending over the next 5 years. Provides that the allocation of public funds shall not diminish the quality of services available to residents of long-term care facilities or force those residents to involuntarily accept home and community-based long-term care services. Provides that specified Departments shall develop a plan for quality assurance and quality improvement for home and community-based long-term care services. Provides that the Department of Healthcare and Family Services shall report to the Governor and the General Assembly about the implementation of the Act. Makes other changes.
