Synopsis As Introduced
Amends the Public Utilities Act in relation to the regulation of telecommunications carriers. Makes a technical change in a Section relating to tariff filings.

House Floor Amendment No. 1

Deletes everything after the enacting clause. Amends the Collection Agency Act. Provides that an entity acts as a collection agency when it is (i) an electric utility that served at least 100,000 customers in Illinois on December 31, 2005 or affiliated with such an electric utility and (ii) attempting to collect accounts, bills, or debts from retail electric customers in the service area of the electric utility company.

Replaces everything after the enacting clause. Amends the Collection Agency Act. Makes a technical change in a Section concerning acts constituting a collection agency.

Deletes everything after the enacting clause. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide individuals under 21 years of age coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.
