Synopsis As Introduced
Amends the Illinois Library System Act. Increases the amount of certain grants from the State to public and school libraries. Effective immediately.

House Committee Amendment No. 1
Provides that, if moneys appropriated for the grants are not sufficient, then the grants must be reduced, but they may not be reduced below certain levels. Changes the effective date from an immediate date to July 1, 2008.

 Fiscal Note (Office of the Secretary of State)
 HB 4527 will increase the amount of grant money needed by $400,000 in the Equalization Grant and $125,000 in the School Library Per Capita Grant for fiscal year 2009 and thereafter. If the moneys appropriated for the grants are not sufficient, the grant amount shall be pro-rated in order to account for the shortfall.

Governor Amendatory Veto Message
Proposes to further amend the Illinois Library System Act. Recommends that libraries, in order to be eligible for specified State grants, must be members of a library system and remain open until 9:00 p.m. no less than 4 days each week.
