Synopsis As Introduced
Amends the Election Code. Requires that an otherwise qualified elector subject to the Sex Offender Registration Act whose poling place is in a library or school must vote by absentee or early voting ballot.

Senate Committee Amendment No. 1
Adds reference to:
720 ILCS 5/11-9.3

Amends the Criminal Code of 1961. Makes a conforming change.

Senate Floor Amendment No. 2
Adds reference to:
730 ILCS 152/120

Deletes everything after the enacting clause. Amends the Election Code, the Criminal Code of 1961, and the Sex Offender Community Notification Law. Requires that an otherwise qualified elector subject to the registration requirement of the Sex Offender Registration Act whose assigned polling place is in a school must vote by absentee or early voting ballot. Provides that a person subject to the registration requirement of the Sex Offender Registration Act who enters a polling place located in a school commits a Class 4 felony. Thirty days before an election, requires the Department of State Police to provide each election authority with a list of sex offenders registered in the election jurisdiction. Requires each election authority to provide election judges at a polling place in a school with a copy of that list. Requires an election judge who becomes aware that a person required to register as a sex offender has entered a polling place in a school must promptly notify local law enforcement authorities.

Senate Floor Amendment No. 3
Deletes reference to:
730 ILCS 152/120

Deletes everything after the enacting clause. Amends the Election Code and the Criminal Code of 1961. Requires that an otherwise qualified elector subject to the registration requirement of the Sex Offender Registration Act whose assigned polling place is in a school must vote by absentee or early voting ballot. Provides that a person subject to the registration requirement of the Sex Offender Registration Act who enters a polling place located in a school commits a Class 4 felony. Thirty days before an election, requires the State Board of Elections to notify each election authority of the prohibition against sex offenders subject to the registration requirement voting in polling places located in schools and instructing the authority in the use of the Sex Offender Registration Information website to generate a printed list of sex offenders registered in the authority's jurisdiction. Requires each election authority to provide election judges at a polling place in a school with a copy of that list. Requires an election judge who becomes aware that a person required to register as a sex offender has entered a polling place in a school must promptly notify local law enforcement authorities.
