Synopsis As Introduced
Amends the State Property Control Act and the Board of Higher Education Act. Provides that, with respect to public universities, the Department of Central Management Services may require a listing of equipment items only for those items valued in excess of $5,000. Provides that the requirement that State-supported institutions of higher education submit plans for capital improvements of non-instructional facilities to the Board of Higher Education for approval applies only to improvements that use State funds in whole or in part. Effective immediately.

Deletes everything after the enacting clause. Amends the State Property Control Act and the Board of Higher Education Act. Provides that, with respect to public universities, the Department of Central Management Services may require a listing of equipment items only for those items valued in excess of $2,000. Provides that each State university shall report annually to the Board of Higher Education on programs of instruction, research, or public service that have been terminated, dissolved, reduced, or consolidated by the university. Requires each university to report to the Board all programs of instruction, research, or public service that exhibit a trend of low performance in enrollments and degree completions and high expense per degree. Requires each university to also report on any tuition increases for the upcoming academic year and any cost-saving measures undertaken during the previous fiscal year. Requires the Board to compile a report annually that shall contain information on tuition increases and cost-saving measures, new programs created, existing programs that have been closed or consolidated, and programs that exhibit low performance or productivity; and provides that this report shall be submitted to the General Assembly. Effective immediately.

Provides that, with respect to public universities, the Department of Central Management Services may require a listing of equipment items only for those items valued in excess of $1,000 (instead of $2,000).

Recommends the deletion of the amendatory changes to the State Property Control Act providing that, with respect to public universities, the Department of Central Management Services may require a listing of equipment items only for those items valued in excess of $1,000. (Deletes reference to 30 ILCS 605/6.04)
