Synopsis As Introduced
Amends the Personnel Code. Provides that the Director of Central Management Services and the Department of Employment Security shall establish a 5-year pilot program under which the Director of Central Management Services and the Department of Employment Security shall jointly administer competitive examinations to test the relative fitness of applicants for certain positions in the State service. Provides that, under the pilot program, the Director of Central Management Services and the Department of Employment Security shall determine the times and places where the competitive examinations shall be held, provided that the competitive examinations shall be held at each Department of Employment Security office at least twice a month. Provides that a schedule of the times and places where the competitive examinations shall be held shall be posted on the official websites of the Department of Central Management Services and the Department of Employment Security. Effective immediately.

House Floor Amendment No. 1
Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill, but with the following changes: (i) provides that the competitive examinations administered under the pilot program shall be held at one Department of Employment Security office per region at least once each quarter (rather than, at each office at least twice a month); and (ii) provides that, by March 1, June 1, September 1, and December 1 of each year (rather than, by the beginning of each month), a schedule of the times and places where the competitive examination shall be held during the following quarter (rather than, during that month) shall be posted on the official websites of the Department of Central Management Services and the Department of Employment Security. Effective January 1, 2013.

Replaces everything after the enacting clause. Amends the Illinois Horse Racing Act of 1975. Provides for deposit of moneys from civil penalties, certain filing fees, and other sources under the Act into the Horse Racing Fund. Extends the authorization for advance deposit wagering until May 1, 2013. Makes changes concerning the distribution of proceeds from a 0.25% pari-mutuel tax imposed on advance deposit wagering. Creates a 0.18% surcharge on winning wagers and winnings from wagers placed through advance deposit wagering that may be imposed by organization licensees. Effective immediately.

Provides for the authorization of advance deposit wagering until January 1, 2013 (rather than May 1, 2013). Makes a related change in provisions concerning the pari-mutuel tax.
