Provides that lapsed licenses may be immediately reinstated upon (1) payment by the applicant of a penalty to the State Board of Education or (2) the demonstration of proficiency by completing 9 semester hours of coursework from a regionally accredited institution of higher education in the content area that most aligns with one or more of the educator's endorsement areas. Sets forth requirements for licensure renewal for professional educator licensees, including professional development activities. Specifies which entities shall be designated as approved to provide professional development activities for the renewal of Professional Educator Licenses and establishes requirements for approved providers. Sets forth provisions concerning appeals to the State Educator Preparation and Licensure Board upon notice from the State Superintendent of Education that a license will not be renewed based upon failure to complete the additional licensure renewal requirements.
