Synopsis As Introduced
Amends the Illinois Municipal Code. Provides that the corporate authorities of cities and villages must also maintain storm sewers, detention basins, and retention basins for drainage purposes.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill and makes the following changes: (1) adds other "green infrastructure" facilities, such as green roofs, rain gardens, bioswales, tree boxes, porous pavement, porous pipe systems, native plantings, constructed wetlands, and cisterns, to drainage purposes that corporate authorities may lay out, establish, construct, and maintain; (2) authorizes corporate authorities to provide for draining or otherwise managing the runoff, such as by infiltration, evapotranspiration, or collection; and (3) permits a combination of special assessment and general taxation.
