Synopsis As Introduced
Creates the Taxpayer Transparency Act. Provides that a bill making an appropriation may not be considered for final passage by either the House of Representatives or the Senate unless a copy of that bill, in its final form, has been made conveniently available on the General Assembly's Internet website for at least 4 days before the bill is considered for final passage by that chamber and provides that a motion adopted by a record vote of at least three-fifths of the members elected, the House of Representatives or the Senate may provide that this restriction does not apply to that chamber with respect to any one or more bills specified in the motion by bill number. Effective immediately.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause. Creates the Taxpayer Transparency Act. Provides that a bill making an appropriation from the General Revenue Fund may not be considered for final passage by either the House of Representatives or the Senate unless a copy of that bill, in its final form, has been made conveniently available on the General Assembly's Internet website for at least 4 calendar days before the bill is considered for final passage by the first chamber to consider the bill in its final form. Exempts amendments and conference committee reports that make only technical or non-substantive changes and supplemental appropriations. Effective immediately.

Senate Floor Amendment No. 2
Provides that a bill making an appropriation from the General Revenue Fund must be available on the General Assembly's Internet website for at least 4 calendar days before final legislative action by the General Assembly prior to presentation to the Governor (instead of before final passage by the first chamber to consider the bill in its final form).
