SYNOPSIS AS INTRODUCED:
 
5 ILCS 430/5-53 new
25 ILCS 145/10 new

    Amends the State Officials and Employees Ethics Act. Provides that any communication regarding a State agency contract received by an agency, agency head, or other agency employee from a member of the General Assembly shall promptly be reported to that agency's ethics officer by the recipient of the communication and by any other employee of that agency who responds to the communication. Provides that the ethics officer shall require that the communication be promptly made a part of the record of the General Assembly, and the communication shall be made publicly available on the Illinois General Assembly website. Specifies further information to be provided by the ethics officer. Amends the Legislative Information System Act. Requires the Legislative Information System to establish a page for electronic public access on the General Assembly's website that provides information on any communication regarding a State agency contract received by an agency, agency head, or other agency employee from a member of the General Assembly. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Officials and Employees Ethics Act is
5amended by adding Section 5-53 as follows:
 
6    (5 ILCS 430/5-53 new)
7    Sec. 5-53. Communications regarding State agency
8contracts.
9    (a) Any communication regarding a State agency contract
10received by an agency, agency head, or other agency employee
11from a member of the General Assembly, or his or her official
12representative or attorney, shall promptly be reported to that
13agency's ethics officer by the recipient of the communication
14and by any other employee of that agency who responds to the
15communication. The ethics officer shall require that the
16communication be promptly made a part of the record of the
17General Assembly, and the communication shall be made publicly
18available on the Illinois General Assembly website.
19    (b) The information provided by the ethics officer under
20subsection (a) shall, to the extent practicable, include the
21following: all written communications, all written responses
22to the communications, and a memorandum prepared by the ethics
23officer stating the nature and substance of all oral

1communications, the identity and job title of the person to
2whom each communication was made, all responses made, the
3identity and job title of the person making each response, the
4identity of each person from whom the written or oral
5communication was received, the individual or entity
6represented by that person, any action the person requested or
7recommended, the date of the relevant communication, and any
8other pertinent information.
 
9    Section 10. The Legislative Information System Act is
10amended by adding Section 10 as follows:
 
11    (25 ILCS 145/10 new)
12    Sec. 10. Information regarding communications for State
13agency contracts. The System shall establish a page for
14electronic public access on the General Assembly's website that
15provides information on any communication regarding a State
16agency contract received by an agency, agency head, or other
17agency employee from a member of the General Assembly as
18provided under Section 5-53 of the State Officials and
19Employees Ethics Act.
 
20    Section 99. Effective date. This Act takes effect upon
21becoming law.
