SYNOPSIS AS INTRODUCED:
 
20 ILCS 405/405-123 new
20 ILCS 405/405-124 new

    Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Requires each State agency to implement strategies and programs to provide job training to ex-offenders and persons between the ages 16 and 21 for the purpose of increasing the number of such persons employed by State government. Provides for an annual report to the Department of Central Management Services. Requires the Department to assist State agencies in the development, implementation, and modification of job training strategies and programs. Provides for the adoption of rules. Defines "ex-offender".

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Central Management Services
5Law of the Civil Administrative Code of Illinois is amended by
6adding Sections 405-123 and 405-124 as follows:
 
7    (20 ILCS 405/405-123 new)
8    Sec. 405-123. Ex-offender job training program.
9    (a) Each State agency shall implement strategies and
10programs to provide job training to ex-offenders for the
11purpose of increasing the number of ex-offenders employed by
12State government.
13    (b) Each State agency shall report annually to the
14Department, in a format prescribed by the Department, all of
15its activities in implementing the job training strategies and
16program for ex-offenders, including, but not limited to, the
17number of ex-offenders taking part in the job training and the
18number of those receiving training under the program who gained
19employment with State government.
20    (c) The Department shall assist State agencies in the
21development, implementation, and modification of job training
22strategies and programs created under this Section, and shall
23provide information regarding other existing training and

1educational resources.
2    (d) The Department and State agencies may adopt rules to
3implement the requirements of this Section.
4    (e) For the purposes of this Section, "ex-offender" means
5any person who: (i) has been convicted of a crime in this
6State; (ii) was sentenced to a period of incarceration in an
7Illinois adult correctional center; and (iii) has since been
8released from an Illinois adult correctional center.

10    Sec. 405-124. Youth job training program.
11    (a) Each State agency shall implement strategies and
12programs to provide job training to persons between the ages 16
13and 21 for the purpose of increasing the number of such persons
14employed by State government.
15    (b) Each State agency shall report annually to the
16Department, in a format prescribed by the Department, all of
17its activities in implementing the job training strategies and
18program created under this Section, including, but not limited
19to, the number of such persons taking part in the job training
20and the number of those receiving training under the program
21who gained employment with State government.
22    (c) The Department shall assist State agencies in the
23development, implementation, and modification of job training
24strategies and programs created under this Section, and shall
