SYNOPSIS AS INTRODUCED:
 
110 ILCS 805/3-31.1   from Ch. 122, par. 103-31.1
110 ILCS 805/5-2   from Ch. 122, par. 105-2

    Amends the Public Community College Act. Allows a board of trustees to provide or contract for residential housing for students and employees. In the Article concerning building programs, removes dormitories from the definition of "facilities". Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Public Community College Act is amended by
5 changing Sections 3-31.1 and 5-2 as follows:
 
6     (110 ILCS 805/3-31.1)  (from Ch. 122, par. 103-31.1)
7     Sec. 3-31.1. To provide, for students and employees,
8 auxiliary services related to the adequate operation of the
9 college. In exercising this power the board may provide,
10 purchase, lease or contract for such services. Notwithstanding
11 any other law, the board may provide or contract for
12 residential housing for students and employees of the college.

15     Sec. 5-2. Definitions. As used in this Article, unless the
16 context otherwise requires: ;
17     "Building purposes" means the preparation of preliminary
18 drawings and sketches, working drawings and specifications,
19 erection, building acquiring, altering, improving or expanding
20 college facilities, including the acquisition of land
21 therefor, and the inspection and supervision thereof, to be
22 used exclusively for community colleges.
23     "Facilities" means classroom buildings and equipment,
24 related structures and utilities necessary or appropriate for
25 the uses of a community college, but not including land or
26 buildings intended primarily for staff housing, dormitories,
27 or for athletic exhibitions, contests or games for which
28 admission charges are to be made to the general public.

30     Section 99. Effective date. This Act takes effect upon
31 becoming law.
