1    AN ACT concerning revenue.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Sections 5.826 and 6z-98 as follows:
 
6    (30 ILCS 105/5.826 new)
7    Sec. 5.826. The State Firefighter Essential Training Fund.
 
8    (30 ILCS 105/6z-98 new)
9    Sec. 6z-98. The State Firefighter Essential Training Fund;
10creation. The State Firefighter Essential Training Fund is
11created as a special fund in the State treasury. Moneys in the
12Fund shall be used by the Illinois Fire Service Institute for
13the purpose of developing, producing, and distributing the
14"Basic Firefighting Essentials DVD/CD-ROM Program" at no cost
15to each fire department and fire protection district in
16Illinois.
 
17    Section 10. The Illinois Income Tax Act is amended by
18adding Section 507DDD as follows:

20    Sec. 507DDD. The State Firefighter Essential Training Fund

1checkoff. For taxable years ending on or after December 31,
22013, the Department shall print, on its standard individual
3income tax form, a provision indicating that, if the taxpayer
4wishes to contribute to the State Firefighter Essential
5Training Fund, as authorized by this amendatory Act of the 98th
6General Assembly, then he or she may do so by stating the
7amount of the contribution (not less than $1) on the return and
8indicating that the contribution will reduce the taxpayer's
9refund or increase the amount of payment to accompany the
10return. The taxpayer's failure to remit any amount of the
11increased payment reduces the contribution accordingly. This
12Section does not apply to any amended return.
 
13    Section 99. Effective date. This Act takes effect upon
14becoming law.
