SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-664 new

    Amends the Illinois Vehicle Code. Provides for the issuance of Fallen Veteran plates to surviving relatives of a military veteran who died in a combat zone. Provides that one set of these plates shall be issued, without charge, to the surviving widow or widower, or a surviving child, parent, or sibling of the fallen veteran, in that order of preference. Provides that only one set of these plates shall be issued without charge. Provides that if any other eligible member of the family of the fallen veteran wishes to obtain a set of these plates, he or she shall be charged the appropriate registration fee.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by adding
5 Section 3-664 as follows:
 
6     (625 ILCS 5/3-664 new)
7     Sec. 3-664. Fallen Veteran license plates.
8     (a) Upon proper application, the Secretary of State shall,
9 without charge, issue one pair of registration plates to any
10 Illinois resident who is the surviving widow or widower of a
11 person who died in the line of duty while serving in the Armed
12 Forces of the United States and deployed in a combat zone. If
13 no widow or widower survives, or if the widow or widower does
14 not claim the plates, the surviving child of the fallen veteran
15 shall receive the plates. If no child survives, or if the
16 surviving child does not claim the plates, the surviving parent
17 of the fallen veteran shall receive the plates. If no parent
18 survives, of if the surviving parent does not claim the plates,
19 a surviving sibling of the fallen veteran shall receive the
20 plates. Only one set of plates shall be issued without charge.
21 If any other eligible member of the fallen veteran's family, as
22 listed in this subsection (a), wishes to obtain a set of these
23 plates, he or she shall be charged the appropriate registration

1 fee.
2     (b) Registration plates issued under this Section shall be
3 for first division vehicles and second division vehicles of
4 8,000 pounds or less. Plates issued under this Section shall
5 expire according to the staggered multi-year procedure
6 established by Section 3-414.1 of this Code.
7     (c) The plates shall display the word "Fallen". In all
8 other respects, the design, color, and format of the plates
9 shall be within the discretion of the Secretary of State. The
10 Secretary may, in his or her discretion, allow the plates to be
11 issued as vanity or personalized plates in accordance with
12 Section 3-405.1 of this Code. The plates are not required to
13 designate "Land Of Lincoln", as prescribed in subsection (b) of
14 Section 3-412 of this Code. The Secretary shall, in his or her
15 discretion, approve and prescribe stickers or decals as
16 provided under Section 3-412.
