SYNOPSIS AS INTRODUCED:

Amends Governor's Office of Management and Budget Act. Requires, beginning in State fiscal year 2015, the Governor's Office of Management and Budget to post on its publicly accessible internet website in a commonly-used spreadsheet format a secure copy of all tables, charts, and quantitative data used in the preparation of the Governor's proposed State budgets. Requires the Governor's Office of Management and Budget to establish on its website a geographic information system to provide members of the public with detailed information regarding State revenues and expenditures at different geographic scales. Creates the Governmental Transparency Task Force. Directs the Task Force to study proposals to make the State budgeting process the most transparent, publicly-accessible budgeting process in the nation and to report its findings to the Governor and General Assembly by no later than January 1, 2015. Directs the Governor's Office of Management and Budget to provide administrative support to the Task Force.

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Governor's Office of Management and Budget Act is amended by adding Sections 7.4, 7.5, and 7.6 as follows:

Sec. 7.4. Public access to budget data. As soon as practicable after the release of a proposed State budget for a fiscal year, beginning with the proposed State budget for State fiscal year 2015, the Office shall post on its publicly accessible internet website in a commonly-used spreadsheet format a secure copy of all tables, charts, and quantitative data used in preparation of that budget.

Sec. 7.5. Mapping of State revenues and expenditures. As soon as practicable after the effective date of this amendatory Act of the 98th General Assembly, the Office shall establish on its website a geographic information system to provide members of the public with detailed information regarding State revenues and expenditures at different geographic scales. The geographic information system shall, at a minimum, make it possible for members of the public to obtain information about the geographic distribution of economic development projects, tax expenditures, and gross and net State revenue and expenditures by ZIP code, county, legislative district, and representative district.

Sec. 7.6. Governmental Transparency Task Force.

(a) The Governmental Transparency Task Force is hereby created for the purpose of developing a plan to make the State budgeting process the most transparent, publicly-accessible budgeting process in the nation.

(b) The Governmental Transparency Task Force shall consist of the following 14 members:

(1) two members appointed by the Governor;

(2) two members appointed by the President of the Senate;

(3) two members appointed by the Minority Leader of the Senate;

(4) two members appointed by the Speaker of the House of Representatives;

(5) two members appointed by the Minority Leader of the House of Representatives;

(6) one member from an organization that represents taxpayers' interests, appointed by the Governor;

(7) the Director of Revenue or his or her designee;

(8) the Comptroller or his or her designee; and

(9) the Treasurer or his or her designee.

The Director of Revenue, Comptroller, and Treasurer shall serve as ex officio members of the Task Force.

(c) The Task Force shall study proposals to make the State budgeting process the most transparent, publicly-accessible budgeting process in the nation and report its findings to the Governor and General Assembly by no later than January 1, 2015.

(d) Each member of the Task Force shall be reimbursed for actual expenses incurred in the performance of his or her duties as a member but shall not receive any salary or other compensation for service on the Task Force.

(e) The Governor's Office of Management and Budget shall provide administrative support to the Task Force.

(f) This Section is repealed on January 1, 2016.
