SYNOPSIS AS INTRODUCED:
 
20 ILCS 3005/7.4 new
20 ILCS 3005/7.5 new
20 ILCS 3005/7.6 new

    Amends Governor's Office of Management and Budget Act. Requires, beginning in State fiscal year 2015, the Governor's Office of Management and Budget to post on its publicly accessible internet website in a commonly-used spreadsheet format a secure copy of all tables, charts, and quantitative data used in the preparation of the Governor's proposed State budgets. Requires the Governor's Office of Management and Budget to establish on its website a geographic information system to provide members of the public with detailed information regarding State revenues and expenditures at different geographic scales. Creates the Governmental Transparency Task Force. Directs the Task Force to study proposals to make the State budgeting process the most transparent, publicly-accessible budgeting process in the nation and to report its findings to the Governor and General Assembly by no later than January 1, 2015. Directs the Governor's Office of Management and Budget to provide administrative support to the Task Force.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Governor's Office of Management and Budget
5Act is amended by adding Sections 7.4, 7.5, and 7.6 as follows:
 
6    (20 ILCS 3005/7.4 new)
7    Sec. 7.4. Public access to budget data. As soon as
8practicable after the release of a proposed State budget for a
9fiscal year, beginning with the proposed State budget for State
10fiscal year 2015, the Office shall post on its publicly
11accessible internet website in a commonly-used spreadsheet
12format a secure copy of all tables, charts, and quantitative
13data used in preparation of that budget.
 
14    (20 ILCS 3005/7.5 new)
15    Sec. 7.5. Mapping of State revenues and expenditures. As
16soon as practicable after the effective date of this amendatory
17Act of the 98th General Assembly, the Office shall establish on
18its website a geographic information system to provide members
19of the public with detailed information regarding State
20revenues and expenditures at different geographic scales. The
21geographic information system shall, at a minimum, make it
22possible for members of the public to obtain information about

1the geographic distribution of economic development projects,
2tax expenditures, and gross and net State revenue and
3expenditures by ZIP code, county, legislative district, and
4representative district.
 
5    (20 ILCS 3005/7.6 new)
6    Sec. 7.6. Governmental Transparency Task Force.
7    (a) The Governmental Transparency Task Force is hereby
8created for the purpose of developing a plan to make the State
9budgeting process the most transparent, publicly-accessible
10budgeting process in the nation.
11    (b) The Governmental Transparency Task Force shall consist
12of the following 14 members:
13        (1) two members appointed by the Governor;
14        (2) two members appointed by the President of the
15    Senate;
16        (3) two members appointed by the Minority Leader of the
17    Senate;
18        (4) two members appointed by the Speaker of the House
19    of Representatives;
20        (5) two members appointed by the Minority Leader of the
21    House of Representatives;
22        (6) one member from an organization that represents
23    taxpayers' interests, appointed by the Governor;
24        (7) the Director of Revenue or his or her designee;
25        (8) the Comptroller or his or her designee; and

1        (9) the Treasurer or his or her designee.
2    The Director of Revenue, Comptroller, and Treasurer shall
3serve as ex officio members of the Task Force.
4    (c) The Task Force shall study proposals to make the State
5budgeting process the most transparent, publicly-accessible
6budgeting process in the nation and report its findings to the
7Governor and General Assembly by no later than January 1, 2015.
8    (d) Each member of the Task Force shall be reimbursed for
9actual expenses incurred in the performance of his or her
10duties as a member but shall not receive any salary or other
11compensation for service on the Task Force.
12    (e) The Governor's Office of Management and Budget shall
13provide administrative support to the Task Force.
14    (f) This Section is repealed on January 1, 2016.
