SYNOPSIS AS INTRODUCED:
 
15 ILCS 20/50-23 new

    Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that, where funds appropriated for Fiscal Year 2016 for the payment of utility bills for State offices located in the City of Springfield are not sufficient, additional funds needed to pay those utility bills are appropriated from the general funds of the state and those sources from which those utility bills were paid during Fiscal Year 2015. Defines "utility". Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Budget Law of the Civil Administrative
5Code of Illinois is amended by adding Section 50-23 as follows:
 
6    (15 ILCS 20/50-23 new)
7    Sec. 50-23. State office utilities; Fiscal Year 2016.
8Notwithstanding any provision of law to contrary, if the
9appropriations made available to any State agency, board, or
10commission are insufficient to pay all utility charges (i) for
11which that State agency, board, or commission is contractually
12obligated to pay for utility service provided to offices
13located in the City of Springfield, and (ii) which were
14incurred during the period from July 1, 2015 through June 30,
152016, this Section shall constitute an appropriation from the
16general funds of the State, or such other funds as were used by
17that State agency, board, or commission to pay for utility
18service provided to offices located in the City of Springfield
19during State Fiscal Year 2015, of all amounts necessary to pay
20those utility charges. For purposes of this Section, "utility"
21and "utility service" means electric, water, and sewer service,
22including any access, connection, or other charges directly
23related to the provision of electric, water, or sewer service.

1    Section 98. The appropriation authority granted in this Act
2shall be valid only for costs incurred from July 1, 2015
3through June 30, 2016.
 
4    Section 99. Effective date. This Act takes effect upon
5becoming law.
