SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-629

    Amends the Illinois Vehicle Code. Provides that collegiate license plates may be issued for a public college or university located in a state contiguous to this State if not less than 10,000 alumni of that college or university reside in Illinois. Sets forth fees for original issuance and renewal. Provides that moneys generated by collegiate license plates issued for a public college or university located in a contiguous state shall be deposited into the University Grant Program and distributed through the Illinois Student Assistance Commission to participating colleges and universities for the sole purpose of scholarship grant awards to Illinois residents. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-629 as follows:
 
6    (625 ILCS 5/3-629)
7    Sec. 3-629. Collegiate license plates; scholarship fund.
8    (a) In addition to any other special license plate, the
9Secretary, upon receipt of all applicable fees and applications
10made in the form prescribed by the Secretary of State, may
11issue collegiate license plates. The collegiate plates issued
12under this Section shall be affixed only to passenger vehicles
13of the first division and motor vehicles of the second division
14weighing not more than 8,000 pounds and subject to the
15staggered registration system. Plates issued under this
16Section shall expire according to the staggered multi-year
17procedure established under Section 3-414.1 of this Code.
18    (b) The design, color, and format of the plates shall be
19wholly within the discretion of the Secretary of State. The
20Secretary of State may, at his or her discretion, issue the
21plates for any public college or university located in this
22State or a contiguous state or for any degree-granting,
23not-for-profit private college or university located in this

1State or a contiguous state. If the college or university is
2located in a contiguous state, there must be not less than
310,000 alumni of the college or university residing in this
4State. The Secretary may, in his or her discretion, allow the
5plates to be issued as vanity plates or personalized in
6accordance with Section 3-405.1 of this Code. The plates are
7not required to designate "Land Of Lincoln", as prescribed in
8subsection (b) of Section 3-412 of this Code. The Secretary
9shall prescribe the eligibility requirements including a
10minimum level of specialized license plates requests and, in
11his or her discretion, shall approve and prescribe stickers or
12decals as provided under Section 3-412.
13    (c) An applicant shall be charged a $40 fee for original
14issuance in addition to the applicable registration fee. Of the
15original issuance fee in the case of a public university or
16college located in this State, $25 shall be deposited into the
17State College and University Trust Fund and $15 shall be
18deposited into the Secretary of State Special License Plate
19Fund to be used by the Secretary of State, subject to
20appropriation, to help defray the administrative costs of
21issuing the plate. Of the original issuance fee in the case of
22a degree-granting, not-for-profit private college or
23university or in the case of a public university or college
24located in a contiguous state, $25 shall be deposited into the
25University Grant Fund and $15 shall be deposited into the
26Secretary of State Special License Plate Fund to be used by the

1Secretary of State, subject to appropriation, to help defray
2the administrative cost of issuing the plate. In addition to
3the regular renewal fee, an applicant shall be charged $27 for
4the renewal of each set of license plates issued under this
5Section; $25 shall be deposited into the State College and
6University Trust Fund in the case of a public university or
7college or into the University Grant Fund in the case of a
8degree-granting, not-for-profit private college or university
9or in the case of a public university or college located in a
10contiguous state, and $2 shall be deposited into the Secretary
11of State Special License Plate Fund plates for all collegiate
12plates.
13    (d) The State College and University Trust Fund is created
14as a special fund in the State treasury. The State Treasurer
15shall create separate accounts within the State College and
16University Trust Fund for each public university or college
17located in this State for which collegiate license plates have
18been issued. Moneys in the State College and University Trust
19Fund shall be allocated to each account in proportion to the
20number of plates sold in regard to each public university or
21college. Moneys deposited into the State College and University
22Trust Fund during the preceding calendar year shall be
23distributed, subject to appropriation, to each participating
24public university or college. This revenue shall be used for
25the sole purpose of scholarship grant awards to Illinois
26residents.

1    (e) The University Grant Fund is created as a special fund
2in the State treasury. The State Treasurer shall create
3separate accounts within the University Grant Fund for each
4university or college for which collegiate license plates have
5been issued. Moneys in the University Grant Fund shall be
6allocated to each account in proportion to the number of plates
7sold in regard to each university or college. Moneys deposited
8into these accounts during the preceding calendar year shall,
9subject to appropriation, be distributed through the Illinois
10Student Assistance Commission to participating private
11colleges and universities located in this State or a contiguous
12state and to participating public colleges and universities
13located in a contiguous state. This revenue shall be used for
14the sole purpose of scholarship grant awards to Illinois
15residents.

17    Section 99. Effective date. This Act takes effect upon
18becoming law.
