SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Internet Access Records Act. Provides that any person providing computers to the public for access to the internet in exchange for a fee paid in cash must request to see an Identification Card in order to record the personal information of every person using the provided computer to access the internet. Provides that records shall be maintained for one year. Provides exemptions for libraries and other organizations requiring membership for computer access. Provides that any person violating any provision the Act is guilty of a petty offense coupled with specified fines.

1    AN ACT concerning business.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Internet Access Records Act.
 
6    Section 5. Record requirements. Any person providing
7computers to the public for access to the internet in exchange
8for a fee paid in cash must request to see an identification
9card in order to record the personal information of every
10person using the provided computer to access the internet. Such
11records shall be maintained for at least one year.
 
12    Section 10. Exemptions. A library, business, or any other
13person offering computer use with the ability to access the
14internet is exempt from the requirements of this Act when a
15person utilizing provided computers is enrolled in an
16appropriate membership program or is a student enrolled at a
17university or college offering computers for student use.
 
18    Section 15. Penalty. Any person violating any of the
19provisions of this Act is guilty of a petty offense and on
20conviction thereof shall for the first offense be punished by a
21fine of not less than $100 nor more than $150 and for each

1subsequent offense by a fine of not less than $200 nor more
2than $250.
