| 1 | | SENATE RESOLUTION
| 2 | | WHEREAS, The manner in which our nation treats our animals | 3 | | is a direct reflection on society; and
| 4 | | WHEREAS, Animal cruelty can be either deliberate abuse or | 5 | | simply the failure to take care of an animal; and
| 6 | | WHEREAS, Recent statistics show that an animal is abused | 7 | | every ten seconds, and many cases are never reported; the | 8 | | common victims are dogs and cats; and
| 9 | | WHEREAS, Most reported animal cruelty comes in the form of | 10 | | neglect, including a failure to provide for the basic needs of | 11 | | an animal, hoarding, lack of shelter or veterinary care, | 12 | | tethering and abandonment, and other forms of abuse; and
| 13 | | WHEREAS, It is important to raise awareness and use | 14 | | available information to try to understand and prevent causes | 15 | | of abuse and neglect; it is also important to condemn organized | 16 | | animal cruelty, such as dog fighting and cockfighting, which | 17 | | often results in death and perpetual suffering; since there is | 18 | | a well-documented link between animal cruelty and violence | 19 | | against people, including links between animal abusers and | 20 | | violence against their own family members, direct abuse should | 21 | | be promptly reported to law enforcement; and

| 1 | | WHEREAS, It is also important that consumers strive to be | 2 | | conscientious purchasers of products that are cruelty free; and
| 3 | | WHEREAS, According to the Centers for Disease Control and | 4 | | Prevention, pet ownership has been shown to help lower blood | 5 | | pressure, cholesterol levels, and feelings of loneliness; and
| 6 | | WHEREAS, Approximately 3.4 million cats and kittens and 3.9 | 7 | | million dogs enter U.S. shelters annually, with millions losing | 8 | | their lives; potential pet owners should consider the option of | 9 | | adopting shelter cats and dogs; additionally, animal shelters | 10 | | are in constant need of volunteers to help complete every day | 11 | | tasks, such as walking and socializing with furry friends; | 12 | | reaching out to a local animal shelter helps remedy animal | 13 | | abuse in our State; and
| 14 | | WHEREAS, Illinois has done tremendous work to put policies | 15 | | in place to protect animals across our communities to ensure | 16 | | they are well taken care of; and
| 17 | | WHEREAS, Animal Cruelty Prevention Month signifies the | 18 | | importance of raising awareness and advocating for our | 19 | | voiceless friends; and
| 20 | | WHEREAS, Animal cruelty prevention is a major concern for |

| 1 | | our society at large, and it is important to spread the word to | 2 | | neighbors, friends, and family members to put a stop to this | 3 | | silent epidemic in communities across our State; therefore, be | 4 | | it
| 5 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | 6 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we designate April 2018 | 7 | | as Animal Cruelty Prevention Month in Illinois in order to | 8 | | raise awareness about this silent crisis and give a voice to | 9 | | our furry friends.
