1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Metropolitan Transit Authority Act is
5amended by changing Section 23 as follows:
 
6    (70 ILCS 3605/23)  (from Ch. 111 2/3, par. 323)
7    Sec. 23. Regular meetings of the Board shall be held at
8least once in each calendar month, the time and place of such
9meetings to be fixed by the Board. Four members of the Board
10shall constitute a quorum for the transaction of business. All
11action of the Board shall be by ordinance or resolution and the
12affirmative vote of at least four members shall be necessary
13for the adoption of any ordinance or resolution. All such
14ordinances and resolutions before taking effect shall be
15approved by the chairman of the Board, and if he shall approve
16thereof he shall sign the same, and such as he shall not
17approve he shall return to the Board with his objections
18thereto in writing at the next regular meeting of the Board
19occurring after the passage thereof. But in case the chairman
20shall fail to return any ordinance or resolution with his
21objections thereto by the time aforesaid, he shall be deemed to
22have approved the same and it shall take effect accordingly.
23Upon the return of any ordinance or resolution by the chairman

1with his objections, the vote by which the same was passed
2shall be reconsidered by the Board, and if upon such
3reconsideration said ordinance or resolution is passed by the
4affirmative vote of at least five members, it shall go into
5effect notwithstanding the veto of the chairman. All
6ordinances, resolutions and all proceedings of the Authority
7and all documents and records in its possession shall be public
8records, and open to public inspection, except such documents
9and records as shall be kept or prepared by the Board for use
10in negotiations, action or proceedings to which the Authority
11is a party.
12    Open meetings of the Board shall be broadcast to the public
13and maintained in real-time on the Board's website using a
14high-speed Internet connection. Recordings of each meeting
15broadcast shall be posted to the Board's website within a
16reasonable time after the meeting and shall be maintained as
17public records to the extent practicable, as determined by the
18Board. Compliance with the provisions of this amendatory Act of
19the 98th General Assembly does not relieve the Board of its
20obligations under the Open Meetings Act.

22    Section 10. The Regional Transportation Authority Act is
23amended by changing Sections 3.05, 3A.07, and 3B.07 as follows:

1    Sec. 3.05. Meetings. The Board shall prescribe the times
2and places for meetings and the manner in which special
3meetings may be called. The Board shall comply in all respects
4with the "Open Meetings Act", approved July 11, 1957, as now or
5hereafter amended. All records, documents and papers of the
6Authority, other than those relating to matters concerning
7which closed sessions of the Board may be held, shall be
8available for public examination, subject to such reasonable
9regulations as the Board may adopt.
10    A majority of the Directors holding office shall constitute
11a quorum for the conduct of business. Except as otherwise
12provided in this Act, the affirmative votes of at least 9
13Directors shall be necessary for approving any contract or
14agreement, adopting any rule or regulation, and any other
15action required by this Act to be taken by resolution or
16ordinance.
17    The Board shall meet with the Regional Citizens Advisory
18Board at least once every 4 months.
19    Open meetings of the Board shall be broadcast to the public
20and maintained in real-time on the Board's website using a
21high-speed Internet connection. Recordings of each meeting
22broadcast shall be posted to the Board's website within a
23reasonable time after the meeting and shall be maintained as
24public records to the extent practicable, as determined by the
25Board. Compliance with the provisions of this amendatory Act of
26the 98th General Assembly does not relieve the Board of its

4    Sec. 3A.07. Meetings. The Suburban Bus Board shall
5prescribe the time and places for meetings and the manner in
6which special meetings may be called. The Suburban Bus Board
7shall comply in all respects with the "Open Meetings Act", as
8now or hereafter amended. All records, documents and papers of
9the Suburban Bus Division, other than those relating to matters
10concerning which closed sessions of the Suburban Bus Board may
11be held, shall be available for public examination, subject to
12such reasonable regulations as the Suburban Bus Board may
13adopt.
14    A majority of the members shall constitute a quorum for the
15conduct of business. The affirmative votes of at least 7
16members shall be necessary for any action required by this Act
17to be taken by ordinance.
18    Open meetings of the Board shall be broadcast to the public
19and maintained in real-time on the Board's website using a
20high-speed Internet connection. Recordings of each meeting
21broadcast shall be posted to the Board's website within a
22reasonable time after the meeting and shall be maintained as
23public records to the extent practicable, as determined by the

4    Sec. 3B.07. Meetings. The Commuter Rail Board shall
5prescribe the times and places for meetings and the manner in
6which special meetings may be called. The Commuter Rail Board
7shall comply in all respects with the "Open Meetings Act", as
8now or hereafter amended. All records, documents and papers of
9the Commuter Rail Division, other than those relating to
10matters concerning which closed sessions of the Commuter Rail
11Board may be held, shall be available for public examination,
12subject to such reasonable regulations as the board may adopt.
13    A majority of the members shall constitute a quorum for the
14conduct of business. The affirmative votes of at least 6
15members shall be necessary for any action required by this Act
16to be taken by ordinance.
17    Open meetings of the Board shall be broadcast to the public
18and maintained in real-time on the Board's website using a
19high-speed Internet connection. Recordings of each meeting
20broadcast shall be posted to the Board's website within a
21reasonable time after the meeting and shall be maintained as
22public records to the extent practicable, as determined by the
