SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-1020 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Digital Divide Task Force. Provides that the Task Force shall conduct a study and prepare a report regarding access to computers, telecommunications technologies, and related training by disadvantaged communities. Sets forth membership. Permits the Task Force to call upon any department, agency, institution, or officer of the State or any political subdivision of the State for facilities, data, or other assistance. Requires the Department of Commerce and Economic Opportunity to provide technical assistance, and administrative and staffing support to the Task Force. Requires the Task Force to submit its report to the Governor and the General Assembly on or before December 31, 2015. Repeals the section creating the Task Force on December 31, 2016. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by adding Section 605-1020 as follows:
 
7    (20 ILCS 605/605-1020 new)
8    Sec. 605-1020. Digital Divide Task Force.
9    (a) There is created the Digital Divide Task Force. The
10Task Force shall conduct a study and prepare a report regarding
11access to computers, telecommunications technologies, and
12related training by disadvantaged communities.
13    (b) The Task Force shall consist of the following 10
14members: 2 members appointed by the Speaker of the House of
15Representatives, 2 members appointed by the Minority Leader of
16the House of Representatives, 2 members appointed by the
17President of the Senate, 2 members appointed by the Minority
18Leader of the Senate, and 2 members appointed by the Governor.
19All appointments shall be made within 90 days after the
20effective date of this amendatory Act of the 98th General
21Assembly. The members shall elect from their number a
22chairperson, and shall serve without compensation. The Task
23Force shall meet at the call of the chairperson.

1    (c) The Task Force may call upon any department, agency,
2institution, or officer of the State or any political
3subdivision of the State for facilities, data, or other
4assistance.
5    (d) The Department shall provide technical assistance, and
6administrative and staffing support to the Task Force.
7    (e) The Task Force shall submit its report to the Governor
8and the General Assembly on or before December 31, 2015.
9    (f) This Section is repealed on December 31, 2016.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law.
