HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to recognize Joyce E. Tucker on her life's
4accomplishment and her work in the advancement of equal
5employment; and
 
6    WHEREAS, Joyce Tucker is the former Vice-President of
7Global Diversity and Employee Rights for The Boeing Company; a
8role in which she was responsible for developing and
9implementing innovative cultural diversity initiatives,
10establishing and implementing Boeing's affirmative action
11plans, investigating and resolving internal and external Equal
12Employment Opportunity (EEO) complaints, ensuring compliance
13with federal, State, and local EEO mandates, enhancing the
14effectiveness of Boeing's Alternative Dispute Resolution and
15Corrective Action Programs, and creating and building
16relationships with internal and external diversity
17stakeholders; and
 
18    WHEREAS, Joyce Tucker is a nationally recognized expert
19with more than 30 years of experience in equal employment
20opportunity and affirmative action in both the public and
21private sectors; former President George H. W. Bush appointed
22her as Commissioner of the United States Equal Employment
23Opportunity Commission (EEOC), where she served from 1990 to

11996; prior to her appointment as an EEOC Commissioner, she
2served for 10 years in the Illinois Governor's cabinet as the
3first Director of the State of Illinois Department of Human
4Rights; she was also a court appointed consent decree monitor
5for the landmark $34,000,000 consent decree between the EEOC
6and Mitsubishi Motor Manufacturing of America; prior to joining
7The Boeing Company, she was President of Tucker Spearman &
8Associates, a consulting company that specializes in EEO and
9diversity management, where her clients included Fortune 500
10companies; and
 
11    WHEREAS, In 2001, Joyce Tucker was appointed by former
12President George W. Bush to serve on the White House Initiative
13Advisory Board for Historically Black Colleges and
14Universities; she currently serves on the board of directors
15for the Near North Health Service Corporation and the Dr.
16Martin Luther King Jr. Boys and Girls Club of Chicago; and
 
17    WHEREAS, A native of Illinois, Joyce Tucker received her
18Juris Doctorate from The John Marshall Law School and is a
19member of the Illinois Bar; and
 
20    WHEREAS, Joyce Tucker is the recipient of many awards and
21honors including: The John Marshall Law School Doctor of Laws
22Degree, The John Marshall Law School Alumni Association
23Distinguished Alumnus Award, the National Institute for

1Employment Equity Milestone Award for Civil Rights, the Dr.
2Martin Luther King Jr. Boys & Girls Club King Legacy Award in
3recognition of "Leadership and Contributions to the
4Community", the National Organization of Black County
5Officials Community Services Award for "A Life of Sharing and
6Lifting Others", The Chicago Defender "Women of Excellence"
7Award, and the YWCA's Dr. Dorothy Height Racial Justice Award;
8therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we wish to recognize Joyce E. Tucker on her life's
12accomplishment and her work in the advancement of equal
13employment and wish her the best in all her future endeavors;
14and be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to Joyce Tucker as an expression of our esteem and
17respect.
