HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to recognize Joyce E. Tucker on her life's accomplishment and her work in the advancement of equal employment; and

WHEREAS, Joyce Tucker is the former Vice-President of Global Diversity and Employee Rights for The Boeing Company; a role in which she was responsible for developing and implementing innovative cultural diversity initiatives, establishing and implementing Boeing's affirmative action plans, investigating and resolving internal and external Equal Employment Opportunity (EEO) complaints, ensuring compliance with federal, State, and local EEO mandates, enhancing the effectiveness of Boeing's Alternative Dispute Resolution and Corrective Action Programs, and creating and building relationships with internal and external diversity stakeholders; and

WHEREAS, Joyce Tucker is a nationally recognized expert with more than 30 years of experience in equal employment opportunity and affirmative action in both the public and private sectors; former President George H. W. Bush appointed her as Commissioner of the United States Equal Employment Opportunity Commission (EEOC), where she served from 1990 to 1996; prior to her appointment as an EEOC Commissioner, she served for 10 years in the Illinois Governor's cabinet as the first Director of the State of Illinois Department of Human Rights; she was also a court appointed consent decree monitor for the landmark $34,000,000 consent decree between the EEOC and Mitsubishi Motor Manufacturing of America; prior to joining The Boeing Company, she was President of Tucker Spearman & Associates, a consulting company that specializes in EEO and diversity management, where her clients included Fortune 500 companies; and

WHEREAS, In 2001, Joyce Tucker was appointed by former President George W. Bush to serve on the White House Initiative Advisory Board for Historically Black Colleges and Universities; she currently serves on the board of directors for the Near North Health Service Corporation and the Dr. Martin Luther King Jr. Boys and Girls Club of Chicago; and

WHEREAS, A native of Illinois, Joyce Tucker received her Juris Doctorate from The John Marshall Law School and is a member of the Illinois Bar; and

WHEREAS, Joyce Tucker is the recipient of many awards and honors including: The John Marshall Law School Doctor of Laws Degree, The John Marshall Law School Alumni Association Distinguished Alumnus Award, the National Institute for Employment Equity Milestone Award for Civil Rights, the Dr. Martin Luther King Jr. Boys & Girls Club King Legacy Award in recognition of "Leadership and Contributions to the Community", the National Organization of Black County Officials Community Services Award for "A Life of Sharing and Lifting Others", The Chicago Defender "Women of Excellence" Award, and the YWCA's Dr. Dorothy Height Racial Justice Award; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we wish to recognize Joyce E. Tucker on her life's accomplishment and her work in the advancement of equal employment and wish her the best in all her future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Joyce Tucker as an expression of our esteem and respect.
