HOUSE RESOLUTION

 
2    WHEREAS, Autism Spectrum Disorder can affect any
3individual regardless of racial, ethnic, economic, or social
4group; and
 
5    WHEREAS, About one in 6 children in the U.S. had a
6developmental disability in 2006-2008, ranging from mild
7disabilities such as speech and language impairments to serious
8developmental disabilities, such as intellectual disabilities,
9cerebral palsy, and autism; and
 
10    WHEREAS, Autism Spectrum Disorder is more common than
11pediatric cancer, diabetes, and AIDS combined; and
 
12    WHEREAS, Studies in Asia, Europe, and North America have
13identified individuals with an Autism Spectrum Disorder with an
14average prevalence of about 1%; a recent study in South Korea
15reported a prevalence of 2.6%; and
 
16    WHEREAS, About one in 88 children has been identified with
17Autism Spectrum Disorder (ASD) according to estimates from
18CDC's Autism and Developmental Disabilities Monitoring (ADDM)
19Network; and
 
20    WHEREAS, The cause of Autism Spectrum Disorder is still

1unknown; the research strongly suggests that it is caused by
2certain factors that affect brain development; and
 
3    WHEREAS, Autism Spectrum Disorder has increased tenfold in
4the last decade and now occurs in some form in one in 54 boys in
5the United States; and
 
6    WHEREAS, Autism, which is 5 times more common among boys
7than girls, usually appears during the first 3 years of life;
8and
 
9    WHEREAS, Early diagnosis, research, training, education,
10and therapies are vital to reducing the effects of Autism; and
 
11    WHEREAS, Current research suspects that there is not a
12single cause that will ultimately be discovered but rather a
13cluster of factors which include genetics, pregnancy/birth
14complications, viral infections, metabolic disorders,
15congenital anomaly syndrome (birth defects), and environmental
16toxins; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we designate April 17, 2013, as Autism Day in the State of
20Illinois to urge both government and its citizenry to become
21aware and educated on the subject of Autism Spectrum Disorders.
