HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Representative Jim Sacia on his distinguished service to Illinois' 89th Legislative District and the people of the State of Illinois; and

WHEREAS, Representative Sacia was a member of the Illinois House of Representatives from 2003 to 2013 and served this body with honor and distinction; and

WHEREAS, The people of Carroll, Jo Daviess, Ogle, Stephenson, Whiteside, and Winnebago Counties were very well-served by the leadership of Representative Sacia during his 6 terms in the Illinois House of Representatives; and

WHEREAS, Representative Sacia was born in Winona, Minnesota on March 5, 1944; he grew up as one of 10 children on a dairy farm; he later attended the University of Wisconsin at River Falls, earning a degree in communications; and

WHEREAS, Representative Sacia was an enlisted member of the U.S. Army from 1962 to 1965, serving as a United States Army Ranger; he was a commissioned officer in the Army National Guard from 1965 to 1969; and

WHEREAS, Representative Sacia was a police officer in River Falls, Wisconsin from 1967 to 1969; he later served as a Special Agent for the Federal Bureau of Investigation from 1969 to 1997, where he served with distinction; and

WHEREAS, Representative Sacia began serving as the President and CEO of Northern Illinois Tractor Equipment, Inc. in 1997 and still holds the position today; and

WHEREAS, Representative Sacia served as a member of the Winnebago School Board from 1988 to 1996, serving as the board's President from 1994 to 1996; he also served on the Winnebago County Board from 1999 to 2002 and was a member of many other civic and professional boards and commissions; and

WHEREAS, Representative Sacia resides in Pecatonica with his wife, Jenny; together, they are the parents of 3 children, Jerry, John, and Jesse, and are the grandparents of 3 beautiful grandchildren; and

WHEREAS, Representative Sacia is a member of St. Mary's Catholic Church in Pecatonica; and

WHEREAS, Representative Sacia is a Life Member of the National Rifle Association and the U.S. Army Ranger Association; and

WHEREAS, Representative Sacia has been affiliated with the Society of Former Agents of the FBI, the Illinois Independent Automobile Dealers Association, the Freeport Chamber of Commerce, the German-American State Bank, the National Federation of Independent Businesses, the American Legion, the Winnebago County Soil and Water District, and the Illinois Farm Bureau; and

WHEREAS, Representative Sacia is a licensed auctioneer in Illinois and Wisconsin; and

WHEREAS, Representative Sacia has received many recognitions and awards, including the Winnebago County Conservation Farmer Award in 1979, the Chairman's Award for Conservation Excellence in 1986, the Conservation Farm Family of the Year Award in 1988, and numerous law enforcement commendations; and

WHEREAS, Since being elected to the House of Representatives, Representative Sacia has served with distinction as the Republican Spokesperson or as a member of many committees, including Agriculture and Conservation, International Trade and Commerce, Judiciary I - Civil Law, Judiciary II - Criminal Law, Public Safety, Appropriations - Public Safety, Elections and Campaign Reform, Tourism and Conventions, Veterans' Affairs, Labor, Pension Fund Management Procurement, Penalty Enhancements and Enlargement, Special Investigative, Appropriations-Elementary and Secondary, Prison Reform, Juvenile Justice Reform, Workers' Compensation Reform, Commerce and Business Development, and Managing Sex Offenders Issues; and

WHEREAS, Representative Sacia has always been a legislator who spoke his mind on issues affecting Illinoisans, with a desire to promote open dialogue on all points of view; and

WHEREAS, Representative Sacia has been an advocate and public supporter of the Second Amendment and gun rights; and

WHEREAS, Representative Sacia has fought tirelessly for the humane treatment of animals; and

WHEREAS, Representative Sacia has prided himself as being a Representative who made decisions that were in the best interest of the majority of his constituents in the 89th Legislative District; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we wish Representative Sacia all the best in his future endeavors and congratulate him on a job well done in the General Assembly; and be it further

RESOLVED, That that a suitable copy of this resolution be presented to Representative Sacia, his wife, Jenny, and their family as an expression of our esteem and respect for our colleague and friend.
