HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Representative Jim Sacia
4on his distinguished service to Illinois' 89th Legislative
5District and the people of the State of Illinois; and
 
6    WHEREAS, Representative Sacia was a member of the Illinois
7House of Representatives from 2003 to 2013 and served this body
8with honor and distinction; and
 
9    WHEREAS, The people of Carroll, Jo Daviess, Ogle,
10Stephenson, Whiteside, and Winnebago Counties were very
11well-served by the leadership of Representative Sacia during
12his 6 terms in the Illinois House of Representatives; and
 
13    WHEREAS, Representative Sacia was born in Winona,
14Minnesota on March 5, 1944; he grew up as one of 10 children on
15a dairy farm; he later attended the University of Wisconsin at
16River Falls, earning a degree in communications; and
 
17    WHEREAS, Representative Sacia was an enlisted member of the
18U.S. Army from 1962 to 1965, serving as a United States Army
19Ranger; he was a commissioned officer in the Army National
20Guard from 1965 to 1969; and

1    WHEREAS, Representative Sacia was a police officer in River
2Falls, Wisconsin from 1967 to 1969; he later served as a
3Special Agent for the Federal Bureau of Investigation from 1969
4to 1997, where he served with distinction; and
 
5    WHEREAS, Representative Sacia began serving as the
6President and CEO of Northern Illinois Tractor Equipment, Inc.
7in 1997 and still holds the position today; and
 
8    WHEREAS, Representative Sacia served as a member of the
9Winnebago School Board from 1988 to 1996, serving as the
10board's President from 1994 to 1996; he also served on the
11Winnebago County Board from 1999 to 2002 and was a member of
12many other civic and professional boards and commissions; and
 
13    WHEREAS, Representative Sacia resides in Pecatonica with
14his wife, Jenny; together, they are the parents of 3 children,
15Jerry, John, and Jesse, and are the grandparents of 3 beautiful
16grandchildren; and
 
17    WHEREAS, Representative Sacia is a member of St. Mary's
18Catholic Church in Pecatonica; and
 
19    WHEREAS, Representative Sacia is a Life Member of the
20National Rifle Association and the U.S. Army Ranger
21Association; and

1    WHEREAS, Representative Sacia has been affiliated with the
2Society of Former Agents of the FBI, the Illinois Independent
3Automobile Dealers Association, the Freeport Chamber of
4Commerce, the German-American State Bank, the National
5Federation of Independent Businesses, the American Legion, the
6Winnebago County Soil and Water District, and the Illinois Farm
7Bureau; and
 
8    WHEREAS, Representative Sacia is a licensed auctioneer in
9Illinois and Wisconsin; and
 
10    WHEREAS, Representative Sacia has received many
11recognitions and awards, including the Winnebago County
12Conservation Farmer Award in 1979, the Chairman's Award for
13Conservation Excellence in 1986, the Conservation Farm Family
14of the Year Award in 1988, and numerous law enforcement
15commendations; and
 
16    WHEREAS, Since being elected to the House of
17Representatives, Representative Sacia has served with
18distinction as the Republican Spokesperson or as a member of
19many committees, including Agriculture and Conservation,
20International Trade and Commerce, Judiciary I - Civil Law,
21Judiciary II - Criminal Law, Public Safety, Appropriations -
22Public Safety, Elections and Campaign Reform, Tourism and

1Conventions, Veterans' Affairs, Labor, Pension Fund Management
2Procurement, Penalty Enhancements and Enlargement, Special
3Investigative, Appropriations-Elementary and Secondary, Prison
4Reform, Juvenile Justice Reform, Workers' Compensation Reform,
5Commerce and Business Development, and Managing Sex Offenders
6Issues; and
 
7    WHEREAS, Representative Sacia has always been a legislator
8who spoke his mind on issues affecting Illinoisans, with a
9desire to promote open dialogue on all points of view; and
 
10    WHEREAS, Representative Sacia has been an advocate and
11public supporter of the Second Amendment and gun rights; and
 
12    WHEREAS, Representative Sacia has fought tirelessly for
13the humane treatment of animals; and
 
14    WHEREAS, Representative Sacia has prided himself as being a
15Representative who made decisions that were in the best
16interest of the majority of his constituents in the 89th
17Legislative District; therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20we wish Representative Sacia all the best in his future
21endeavors and congratulate him on a job well done in the

1General Assembly; and be it further
 
2    RESOLVED, That that a suitable copy of this resolution be
3presented to Representative Sacia, his wife, Jenny, and their
4family as an expression of our esteem and respect for our
5colleague and friend.
