SYNOPSIS AS INTRODUCED:
 
415 ILCS 120/35

    Amends the Alternate Fuels Act. Authorizes the Secretary of State to collect annual user fees from any individual, partnership, association, corporation, or agency of the United States government that registers any combination of 10 or more of the specified types of motor vehicles in the State of Illinois (now, those fees are collected only if one of those entities registers 10 or more of the specified types of vehicles in specific portions of the Chicago metropolitan area). Increases the amount of the fee from $20 to $40. Effective immediately.

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Alternate Fuels Act is amended by changing
5Section 35 as follows:
 
6    (415 ILCS 120/35)
7    Sec. 35. User fees.
8    (a) The Office of the Secretary of State shall collect
9annual user fees from any individual, partnership,
10association, corporation, or agency of the United States
11government that registers any combination of 10 or more of the
12following types of motor vehicles in the State of Illinois
13Covered Area: (1) vehicles of the First Division, as defined in
14the Illinois Vehicle Code; (2) vehicles of the Second Division
15registered under the B, D, F, H, MD, MF, MG, MH and MJ plate
16categories, as defined in the Illinois Vehicle Code; and (3)
17commuter vans and livery vehicles as defined in the Illinois
18Vehicle Code. This Section does not apply to vehicles
19registered under the International Registration Plan under
20Section 3-402.1 of the Illinois Vehicle Code. The user fee
21shall be $40 $20 for each vehicle registered in the State of
22Illinois Covered Area for each fiscal year. The Office of the
23Secretary of State shall collect the $40 $20 when a vehicle's

1registration fee is paid.
2    (b) Owners of State, county, and local government vehicles,
3rental vehicles, antique vehicles, expanded-use antique
4vehicles, electric vehicles, and motorcycles are exempt from
5paying the user fees on such vehicles.
6    (c) The Office of the Secretary of State shall deposit the
7user fees collected into the Alternate Fuels Fund.

9    Section 99. Effective date. This Act takes effect upon
10becoming law.
