1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Sections
510-21.11 and 34-18.13 as follows:
 
6    (105 ILCS 5/10-21.11)  (from Ch. 122, par. 10-21.11)
7    Sec. 10-21.11. Infectious disease policies and rules. To
8develop policies and adopt rules relating to the appropriate
9manner of managing children with chronic infectious diseases,
10not inconsistent with guidelines published by the State Board
11of Education and the Illinois Department of Public Health. Such
12policies and rules must include evaluation of students with a
13chronic infectious disease on an individual case-by-case
14basis, and may include different provisions for different age
15groups, classes of instruction, types of educational
16institution, and other reasonable classifications, as the
17school board may find appropriate. School boards are urged,
18under these policies and rules, to allow students to wash their
19hands with a soap or detergent if they wish to do so.
20    This requirement applies to all school districts and public
21schools of this State, including special charter districts,
22Department of Corrections school districts, laboratory schools
23operated by the governing board of a public university, and

1alternative schools operated by a regional superintendent of
2schools.

6Board of Education shall develop policies and adopt rules
7relating to the appropriate manner of managing children with
8chronic infectious diseases, not inconsistent with guidelines
9published by the State Board of Education and the Illinois
10Department of Public Health. Such policies and rules must
11include evaluation of students with a chronic infectious
12disease on an individual case-by-case basis, and may include
13different provisions for different age groups, classes of
14instruction, types of educational institution, and other
15reasonable classifications, as the Board may find appropriate.
16The Board is urged, under these policies and rules, to allow
