1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Unmanned Aerial System Oversight Task Force
5Act is amended by changing Sections 15 and 20 as follows:
 
6    (20 ILCS 5065/15)
7    (Section scheduled to be repealed on September 1, 2016)
8    Sec. 15. The Unmanned Aerial System Task Force.
9    (a) There is hereby created the Unmanned Aerial System
10Oversight Task Force to study and make recommendations for the
11operation, usage, and regulation of Unmanned Aerial Systems,
12commonly referred to as "drone" technology, within this State.
13    (b) Within 90 days after the effective date of this Act
14members of the Task Force shall be appointed by the Governor
15and shall consist of one member from each of the following
16agencies or interest groups:
17        (1) a member of the Division of Aeronautics of the
18    Department of Transportation, nominated by the Secretary
19    of Transportation;
20        (2) a member of the Department of State Police,
21    nominated by the Director of State Police;
22        (3) a Conservation Police officer of the Department of
23    Natural Resources, nominated by the Director of Natural

1    Resources;
2        (4) a member of the Department of Agriculture,
3    nominated by the Director of Agriculture;
4        (5) a member of the Department of Commerce and Economic
5    Opportunity, nominated by the Director of Commerce and
6    Economic Opportunity;
7        (6) a UAS technical commercial representative;
8        (7) a UAS manufacturing industry representative;
9        (8) a person nominated by the Attorney General;
10        (9) a member of the Illinois Conservation Police Lodge,
11    nominated by the president of the Lodge;
12        (10) a member of a statewide sportsmen's federation,
13    nominated by the president of the federation;
14        (11) a member of a statewide agricultural association,
15    nominated by the president of the association;
16        (12) a member of a statewide commerce association,
17    nominated by the president or executive director of the
18    association;
19        (13) a person nominated by an electric utility company
20    serving retail customers in this State;
21        (14) a member of the Illinois National Guard, nominated
22    by the Adjutant General;
23        (15) a member of a statewide retail association,
24    nominated by the president of the association;
25        (16) a member of a statewide manufacturing trade
26    association, nominated by the president or chief executive

1    officer of the association;
2        (17) a member of a statewide property and casualty
3    insurance association, nominated by the president or chief
4    executive officer of the association;
5        (18) a member of a statewide association representing
6    real estate brokers licensed in this State, nominated by
7    the president of the association;
8        (19) a member of a statewide surveying association,
9    nominated by the president of the association;
10        (20) a law enforcement official from a municipality
11    with a population of 2 million or more inhabitants,
12    nominated by the mayor of the municipality;
13        (21) a law enforcement official from a municipality
14    with a population of less than 2 million inhabitants,
15    nominated by a statewide police chiefs association; and
16        (22) a member of a statewide freight railroad
17    association, nominated by the president of the
18    association; and .
19        (23) a member of a statewide broadcasters association,
20    nominated by the president of the association.
21    (b-5) Within 90 days after the effective date of this
22amendatory Act of the 99th General Assembly, 8 members of the
23Task Force shall also be appointed as follows: 2 members
24appointed by the Speaker of the House of Representatives, 2
25members appointed by the Minority Leader of the House of
26Representatives, 2 members appointed by the President of the

1Senate, and 2 members appointed by the Minority Leader of the
2Senate.
3    (c) Nominations to the Task Force must be submitted to the
4Governor within 60 days of August 18, 2015 (the effective date
5of Public Act 99-392), except that the nomination from a
6statewide broadcasters association shall be made within 60 days
7after the effective date of this amendatory Act of the 99th
8General Assembly this Act. The Governor shall make the
9appointments within 30 days after the close of nominations. The
10term of the appointment shall be until submission of the report
11of comprehensive recommendations under subsection (g) of this
12Section. The member from the Division of Aeronautics of the
13Department of Transportation shall chair the Task Force and
14serve as a liaison to the Governor and General Assembly.
15Meetings of the Task Force shall be held as necessary to
16complete the duties of the Task Force. Meetings of the Task
17Force shall be held in the central part of the State.
18    (d) The members of the Task Force shall receive no
19compensation for serving as members of the Task Force.
20    (e) The Task Force shall consider commercial and private
21uses of drones, landowner and privacy rights, as well as
22general rules and regulations for safe operation of drones, and
23prepare comprehensive recommendations for the safe and lawful
24operation of UAS in this State.
25    (f) The Department of Transportation shall provide
26administrative support to the Task Force.

1    (g) The Task Force shall submit a report with
2recommendations to the Governor and General Assembly no later
3than July 1, 2017 2016.

10    Section 99. Effective date. This Act takes effect upon
11becoming law.
