SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the FGD Task Force Act. Creates the FGD Task Force. Provides for the membership of the Task Force, who shall serve without compensation. Requires the Task Force to report its findings and recommendations to the General Assembly by December 31, 2016. Requires the Department of Natural Resources and the Illinois Environmental Protection Agency to provide administrative and other support to the Task Force. Repeals the Act on January 1, 2018. Effective immediately.

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the FGD
5Task Force Act.
 
6    Section 5. Purpose. The purpose of the FGD Task Force is to
7study the cost benefits of constructing new and converting
8existing stacks at coal-fired power plants with flue gas
9desulfurization scrubber technology for the purposes of safely
10burning more Illinois-mined coal.
 
11    Section 10. Definitions. As used in this Act:
12    "FGD" means flue gas desulfurization.
13    "Task Force" means the FGD Task Force
 
14    Section 15. The Task Force.
15    (a) There is hereby created the FGD Task Force to study and
16make recommendations for the construction of new stacks at
17coal-fired power plants with FGD scrubber technology and the
18conversion of existing stacks at coal-fired power plants to FGD
19scrubber technology.
20    (b) The membership of the Task Force shall be as follows:
21        (1) Two members of the Senate appointed by the

1    President of the Senate.
2        (2) Two members of the Senate appointed by the Minority
3    Leader of the Senate.
4        (3) Two members of the House of appointed by the
5    Speaker of the House of Representatives.
6        (4) Two members of the House of Representatives
7    appointed by the Minority Leader of the House of
8    Representatives.
9        (5) Two members appointed by the Governor with
10    expertise in Illinois coal, coal mining, emission
11    reduction, or energy production.
12        (6) The Director of Natural Resources, or his or her
13    designee.
14        (7) The Director of the Environmental Protection
15    Agency, or his or her designee.
16    (c) Task Force members shall serve without compensation but
17shall be reimbursed for travel expenses incurred in performing
18their duties.
19    (d) The Task Force shall report their findings and
20recommendations to the General Assembly by December 31, 2016.
 
21    Section 20. Administrative support. The Department of
22Natural Resources and the Illinois Environmental Protection
23Agency shall provide administrative and other support to the
24Task Force.

1    Section 25. Repeal. This Act is repealed on January 1,
22018.
 
3    Section 99. Effective date. This Act takes effect upon
4becoming law.
