HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to thank Sean R. Stegall for his seven
4years of dedicated service as Elgin City Manager; and
 
5    WHEREAS, Sean Stegall earned a bachelor's degree in
6political science from Western Illinois University in 1995 and
7a master's of Public Administration from Northern Illinois
8University in 1997; he also holds certificates from the Kennedy
9School of Government at Harvard University, the Senior
10Executive Institute at the University of Virginia, and the
11Rocky Mountain Program at Colorado University; and
 
12    WHEREAS, In his role as the Chief Executive Officer, Sean
13Stegall is responsible for the day-to-day activities of the
14City of Elgin; he previously served as the Assistant City
15Manager and Budget Director for the City of Elgin and was
16responsible for the preparation, execution, and monitoring of a
17budget of $300 million; as Assistant City Manager, he also
18directly supervised the city's parks and recreation,
19legislative affairs, public information, neighborhood
20engagement and planning, and Hispanic outreach; and
 
21    WHEREAS, During Sean Stegall's tenure, the City of Elgin
22experienced both extraordinary growth following the opening of

1the riverboat and extraordinary financial challenges following
2the Great Recession; under his leadership, the city sustained
3its AAA bond rating and adapted its business model to improve
4efficiency, enhance service delivery, and build talent for the
5future; he led the city in the development of its first
6comprehensive strategic plan, which connected the city's
7annual budget and five-year financial plan with the community's
8vision to become "the City in the Suburbs"; he was also the
9catalyst for Elgin's 311 Citizen Contact Center, the key driver
10for the city's performance improvement and citizen engagement
11strategies which continue to receive national attention; and
 
12    WHEREAS, Prior to his work in Elgin, Sean Stegall served as
13Assistant City Manager and Director of Administrative Services
14for the City of Batavia, New York, where he was responsible for
15serving as the City Manager's primary aide in executing the
16city's administrative affairs; as Director of Administrative
17Services, he was responsible for directing the Bureaus of
18Clerk-Treasurer, Personnel, Finance, City Assessment, and
19Information Systems; he also served as the city's personnel
20officer, risk manager, purchasing agent, chief financial
21officer, and information technology administrator; and
 
22    WHEREAS, Sean Stegall has accepted a new position as
23Manager of Cary, North Carolina, a position where his great
24experience and institutional knowledge will greatly benefit

1the citizens of Cary just as much as it has for the citizens of
2City of Elgin; and
 
3    WHEREAS, Sean Stegall serves as a model of hard work,
4integrity, and dedication for the people of the State of
5Illinois; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
8thank Sean Stegall for his seven years of dedicated service as
9Elgin City Manager and wish him continued success and happiness
10in his new position as Manager of Cary, North Carolina; and be
11it further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to Sean Stegall as a symbol of our esteem and
14respect.
