HOUSE RESOLUTION

 
2    WHEREAS, Our State's continuing efforts to address the
3critical issues of safety, energy efficiency, water
4conservation, and resilience in the built environment that
5affect our citizens, both in everyday life and in times of
6natural disaster, gives us confidence that our structures are
7safe and sound; and
 
8    WHEREAS, Our confidence is achieved through the devotion of
9vigilant guardians - building safety and fire prevention
10officials, architects, engineers, builders, tradespeople,
11laborers, and others in the construction industry, who work
12year-round to ensure the safe construction of buildings; and
 
13    WHEREAS, These guardians - dedicated members of the
14International Code Council - use a governmental consensus
15process that brings together local, state, and federal
16officials, with expertise in the built environment, to create
17and implement the highest-quality codes to protect Americans in
18the buildings where we live, learn, work, worship, and play;
19and
 
20    WHEREAS, The International Codes - the most widely adopted
21building safety, energy, and fire prevention codes in the
22nation - are used by most U.S. cities, counties and states;

1these modern building codes also include safeguards to protect
2the public from natural disasters such as hurricanes,
3snowstorms, tornadoes, wildland fires, floods, and
4earthquakes; and
 
5    WHEREAS, Building Safety Month, sponsored by the
6International Code Council, reminds the public about the
7critical role of our communities; largely unknown guardians of
8public safety - our local code officials - who assure us of
9safe, efficient, and livable buildings; and
 
10    WHEREAS, "Building Codes: Driving Growth through
11Innovation, Resilience, and Safety", the theme for Building
12Safety Month 2016, encourages all Americans to raise awareness
13of the importance of building safe and resilient construction,
14fire prevention, disaster mitigation, water safety and
15conservation, energy efficiency, and new technologies in the
16construction industry; Building Safety Month 2016 encourages
17appropriate steps everyone can take to ensure that the places
18where we live, learn, work, worship, and play are safe and
19sustainable; it recognizes that countless lives have been saved
20due to the implementation of safety codes by local and state
21agencies; and
 
22    WHEREAS, Each year, in observance of Building Safety Month,
23Americans are asked to consider projects to improve building

1safety and sustainability at home and in the community, and to
2acknowledge the essential service provided to all of us by
3local and state building departments, fire prevention bureaus,
4and federal agencies in protecting lives and property;
5therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
8declare May of 2016 as "Building Safety Month" in the State of
9Illinois and we encourage citizens to join with their
10communities in participating in Building Safety Month
11activities; and be it further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to the International Code Council as a symbol of our
14respect and esteem.
