SYNOPSIS AS INTRODUCED:

605 ILCS 5/9-101.2 new

Amends the Illinois Highway Code. Provides that in a county with a population of 3,000,000 or more inhabitants, the Department of Transportation shall delegate the power to control all phases of soil management to the Department's Region Engineer for that county. The Regional Engineer shall also provide the Department's procurement officer with recommendations of environmental engineering firms to perform soil management work.

AN ACT concerning transportation.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Highway Code is amended by adding Section 9-101.2 as follows:

(605 ILCS 5/9-101.2 new)

Sec. 9-101.2. Soil management. In a county with a population of 3,000,000 or more inhabitants, the Department shall delegate the power to control all phases of soil management to the Department's Region Engineer for that county. This power shall include, but is not limited to, control over soil design, testing, and disposal. The Region Engineer shall also provide recommendations to the Department's procurement officer for environmental engineering firms, in the region, that are able to perform soil management work.
