| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of George L. Harlow, who passed away on | 4 | | December 15, 2015; and
| 5 | | WHEREAS, George Harlow was born on February 19, 1924 in | 6 | | Waukegan and lived in Waukegan for most of his life; his | 7 | | parents were Oscar and Mabel Harlow; and
| 8 | | WHEREAS, George Harlow graduated from Waukegan Township | 9 | | High School after attending North and Washington Grade Schools | 10 | | in Waukegan; he later attended the University of Illinois | 11 | | Extension in Chicago while employed by the Wetzel and Turner | 12 | | Buick-Chevrolet Agency as a service and sales administrative | 13 | | assistant; and
| 14 | | WHEREAS, George Harlow was a sales representative for the | 15 | | Johns Manville Friction Material Division of St. Louis, | 16 | | Missouri, covering the north and central United States; he | 17 | | joined the Bank of Waukegan in 1967 and worked in every | 18 | | department of the bank, finally concentrating his efforts in | 19 | | the commercial lending and trust departments as the Senior Vice | 20 | | President and trust officer; and
| 21 | | WHEREAS, George Harlow was a former member of the Waukegan |

| 1 | | Jaycees and the Waukegan Elks Lodge; he was a member of the | 2 | | Waukegan City Club, Ducks Unlimited, American Legion Post 281, | 3 | | Waukegan AMVETS, the Purple Heart Association, the Navy League | 4 | | of the United States, the American Ex-Prisoners of War | 5 | | Association, the Eighth Air Force Second Air Division | 6 | | Association, the Eighth Air Force Historical Society, the 445th | 7 | | Bomb Group, the Caterpillar Parachute Club, and the Waukegan | 8 | | Yacht Club; he was a member of the Lake County Contractors | 9 | | Association, serving on the Board of Directors as Treasurer for | 10 | | eight years and then serving on the Board of Governors as an | 11 | | Associate Representative; he was a member of the Glen Flora | 12 | | Country Club for 63 years, serving on the Board of Governors | 13 | | for seven years, holding the Office of President in 1970, and | 14 | | serving on various committees for over 32 years; he was the | 15 | | writer and editor of the club newsletter known as "The Caddy" | 16 | | in the 1960s and 1970s and later the writer-editor of the | 17 | | newsletter known as "The Communicator", which was distributed | 18 | | for many years; and
| 19 | | WHEREAS, George Harlow served in the United States Army Air | 20 | | Force during World War II; he served one tour of flight duty in | 21 | | the Caribbean and then traveled by way of South America, | 22 | | Africa, and French Morocco to a permanent Eighth Air Force base | 23 | | in Norwich, England; his Liberator bomber was shot down in a | 24 | | raid over Germany in the winter of 1943-1944; after parachuting | 25 | | in the German mountains, he was taken prisoner by the German SS |

| 1 | | and spent one and a half years in three different prison camps | 2 | | in East Prussia, Poland, and Germany; he escaped to the English | 3 | | front in April of 1945 and was flown to Oxford, England, where | 4 | | he was hospitalized for seven weeks; his decorations include | 5 | | the American and European Theatre Ribbons, the Army Good | 6 | | Conduct Medal, the Victory Medal, an Air Force Commendation, | 7 | | the French Croix de Guerre with Palm, the Prisoner of War | 8 | | Medal, the Air Medal, the Purple Heart, and a Presidential Unit | 9 | | Citation; in late 1945, his bomb group, the Eighth Air Force | 10 | | 445th Bomb Group, was awarded the American Order of the French | 11 | | Croix de Guerre by the country of France, only the third | 12 | | American bomb group ever so honored; and
| 13 | | WHEREAS, George Harlow was preceded in death by his | 14 | | parents; and | 15 | | WHEREAS, George Harlow is survived by his wife, Sandy; his | 16 | | children, Jody (Patrick) Rouse, Sue (Jeff) Martinson, Dan | 17 | | McLaughlin, and David McLaughlin; and his grandchildren, Derek | 18 | | McLaughlin, Joseph Rouse, Olivia Rouse, and George Martinson; | 19 | | therefore, be it
| 20 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | 21 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his | 22 | | family and friends, mourn the passing of George L. Harlow; and | 23 | | be it further
