1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Central Management Services
5Law of the Civil Administrative Code of Illinois is amended by
6changing Section 405-525 as follows:
 
7    (20 ILCS 405/405-525)
8    (Section scheduled to be repealed on December 31, 2017)
9    Sec. 405-525. Support Your Neighbor Commission.
10    (a) The Support Your Neighbor Commission is created within
11the Department of Central Management Services to help increase
12the number of American and Illinois made products procured and
13sold by the State.
14    (b) The Commission shall be composed of:
15        (1) one member appointed by the Speaker of the House of
16    Representatives;
17        (2) one member appointed by the Minority Leader of the
18    House of Representatives;
19        (3) one member appointed by the President of the
20    Senate;
21        (4) one member appointed by the Minority Leader of the
22    Senate;
23        (5) one member appointed by the Governor to represent

1    labor organizations representing manufacturing employees
2    with over 500,000 members;
3        (6) one member appointed by the Governor to represent
4    auto workers' unions;
5        (7) one member appointed by the Governor to represent
6    machinist workers' unions;
7        (8) one member appointed by the Governor to represent
8    garment workers' unions;
9        (9) one member appointed by the Governor to represent
10    statewide business groups representing American
11    manufacturers;
12        (10) one member appointed by the Governor to represent
13    the auto industry manufacturing sector;
14        (11) one member appointed by the Governor to represent
15    the interests of construction equipment and farm implement
16    manufacturing; and
17        (12) one member appointed by the Governor to represent
18    the interests of the American garment industry.
19    (c) In addition to the members listed in subsection (b) of
20this Section, each of the following, or their designee, shall
21serve as an ex-officio non-voting member of the Commission: the
22Director of Central Management Services, the Director of Labor,
23the Director of Commerce and Economic Opportunity, the
24Executive Director of the Board of Higher Education, the
25Secretary of Transportation, and the Director of Natural
26Resources.

1    (c-5) Members appointed by the Governor, the Speaker of the
2House of Representatives, the Minority Leader of the House of
3Representatives, the President of the Senate, and the Minority
4Leader of the Senate shall be appointed within 60 days after
5the effective date of this amendatory Act of the 100th General
6Assembly.
7    (d) Appointed members shall serve a term of 4 years. The
8initial terms for members of the Commission shall commence on
9January 26, 2015.
10    (e) The members of the Commission shall serve without
11compensation but shall be reimbursed for their reasonable and
12necessary expenses, including travel expenses, from
13appropriations to the Department of Central Management
14Services available for that purpose and subject to the rules of
15the appropriate travel control board.
16    (f) Except ex-officio members, the members of the
17Commission shall be considered members with voting rights. A
18quorum of the Commission members shall consist of a majority of
19the members of the Commission. All actions and recommendations
20of the Commission must be approved by a majority vote of the
21members.
22    (g) Vacancies occurring among the members shall be filled
23in the same manner as the original appointment for the
24remainder of the unexpired term. Members are eligible for
25reappointment.
26    (h) The Commission shall file a report by December 31 of

1each year with the Department of Central Management Services.
2This report shall be posted on the Internet website of the
3Department of Central Management Services.
4    (i) This Section is repealed on January 31, 2019 December
531, 2017.

7    Section 99. Effective date. This Act takes effect upon
8becoming law.
