SYNOPSIS AS INTRODUCED:

210 ILCS 85/11.8 new

    Amends the University of Illinois Hospital Act and Hospital Licensing Act. Provides that if a newborn infant receiving services from a hospital experiences apnea of infancy, apnea of prematurity, or an apparent life-threatening event, then the hospital shall train the newborn infant's parents or guardians on the procedures for cardiopulmonary resuscitation for infants, and ensure that the newborn infant's parents or guardians are provided with a prescription for a home cardiorespiratory monitor. Defines "apnea of infancy", "apnea of prematurity", and "apparent life-threatening event".

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Hospital Act is
5amended by adding Section 7.5 as follows:
 
6    (110 ILCS 330/7.5 new)
7    Sec. 7.5. Newborn infants experiencing apnea of infancy,
8apnea of prematurity, or an apparent life-threatening event.
9    (a) If a newborn infant receiving services from the
10University of Illinois Hospital experiences apnea of infancy,
11apnea of prematurity, or an apparent life-threatening event,
12then the University of Illinois Hospital shall:
13        (1) train the newborn infant's parents or guardians on
14    the procedures for cardiopulmonary resuscitation for
15    infants; and
16        (2) ensure that the newborn infant's parents or
17    guardians are provided with a prescription for a home
18    cardiorespiratory monitor.
19    (b) For the purposes of this Section:
20    "Apnea of infancy" means an unexplained episode of
21cessation of breathing for 20 seconds or longer, or a shorter
22respiratory pause associated with bradycardia, cyanosis,
23pallor, or marked hypotonia.

1    "Apnea of prematurity" means a sudden cessation of
2breathing that lasts for at least 20 seconds or is accompanied
3by bradycardia or cyanosis in an infant younger than 37 weeks'
4gestational age.
5    "Apparent life-threatening event" means an episode that is
6frightening to the observer and is characterized by some
7combination of apnea, color change, marked change in muscle
8tone, choking, or gagging.
 
9    Section 10. The Hospital Licensing Act is amended by adding
10Section 11.8 as follows:
 
11    (210 ILCS 85/11.8 new)
12    Sec. 11.8. Newborn infants experiencing apnea of infancy,
13apnea of prematurity, or an apparent life-threatening event.
14    (a) If a newborn infant receiving services from a hospital
15experiences apnea of infancy, apnea of prematurity, or an
16apparent life-threatening event, then the hospital shall:
17        (1) train the newborn infant's parents or guardians on
18    the procedures for cardiopulmonary resuscitation for
19    infants; and
20        (2) ensure that the newborn infant's parents or
