1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Sections
521B-15, 21B-20, 21B-25, 21B-35, and 21B-45 as follows:
 
6    (105 ILCS 5/21B-15)
7    Sec. 21B-15. Qualifications of educators.
8    (a) No one may be licensed to teach or supervise or be
9otherwise employed in the public schools of this State who is
10not of good character and at least 19 20 years of age.
11    In determining good character under this Section, the State
12Superintendent of Education shall take into consideration the
13disciplinary actions of other states or national entities
14against certificates or licenses issued by those states and
15held by individuals from those states. In addition, any felony
16conviction of the applicant may be taken into consideration;
17however, no one may be licensed to teach or supervise in the
18public schools of this State who has been convicted of (i) an
19offense set forth in subsection (b) of Section 21B-80 of this
20Code until 7 years following the end of the sentence for the
21criminal offense or (ii) an offense set forth in subsection (c)
22of Section 21B-80 of this Code. Unless the conviction is for an
23offense set forth in Section 21B-80 of this Code, an applicant

1must be permitted to submit character references or other
2written material before such a conviction or other information
3regarding the applicant's character may be used by the State
4Superintendent of Education as a basis for denying the
5application.
6    (b) No person otherwise qualified shall be denied the right
7to be licensed or to receive training for the purpose of
8becoming an educator because of a physical disability,
9including, but not limited to, visual and hearing disabilities;
10nor shall any school district refuse to employ a teacher on
11such grounds, provided that the person is able to carry out the
12duties of the position for which he or she applies.
13    (c) No person may be granted or continue to hold an
14educator license who has knowingly altered or misrepresented
15his or her qualifications, in this State or any other state, in
16order to acquire or renew the license. Any other license issued
17under this Article held by the person may be suspended or
18revoked by the State Educator Preparation and Licensure Board,
19depending upon the severity of the alteration or
20misrepresentation.
21    (d) No one may teach or supervise in the public schools nor
22receive for teaching or supervising any part of any public
23school fund who does not hold an educator license granted by
24the State Superintendent of Education as provided in this
25Article. However, the provisions of this Article do not apply
26to a member of the armed forces who is employed as a teacher of

1subjects in the Reserve Officers' Training Corps of any school,
2nor to an individual teaching a dual credit course as provided
3for in the Dual Credit Quality Act.
4    (e) Notwithstanding any other provision of this Code, the
5school board of a school district may grant to a teacher of the
6district a leave of absence with full pay for a period of not
7more than one year to permit the teacher to teach in a foreign
8state under the provisions of the Exchange Teacher Program
9established under Public Law 584, 79th Congress, and Public Law
10402, 80th Congress, as amended. The school board granting the
11leave of absence may employ, with or without pay, a national of
12the foreign state wherein the teacher on the leave of absence
13is to teach if the national is qualified to teach in that
14foreign state and if that national is to teach in a grade level
15similar to the one that was taught in the foreign state. The
16State Board of Education, in consultation with the State
17Educator Preparation and Licensure Board, may adopt rules as
18may be necessary to implement this subsection (e).

20    (105 ILCS 5/21B-20)
21    Sec. 21B-20. Types of licenses. Before July 1, 2013, the
22State Board of Education shall implement a system of educator
23licensure, whereby individuals employed in school districts
24who are required to be licensed must have one of the following
25licenses: (i) a professional educator license; (ii) a

1professional educator license with stipulations; or (iii) a
2substitute teaching license. References in law regarding
3individuals certified or certificated or required to be
4certified or certificated under Article 21 of this Code shall
5also include individuals licensed or required to be licensed
6under this Article. The first year of all licenses ends on June
730 following one full year of the license being issued.
8    The State Board of Education, in consultation with the
9State Educator Preparation and Licensure Board, may adopt such
10rules as may be necessary to govern the requirements for
11licenses and endorsements under this Section.
12        (1) Professional Educator License. Persons who (i)
13    have successfully completed an approved educator
14    preparation program and are recommended for licensure by
15    the Illinois institution offering the educator preparation
16    program, (ii) have successfully completed the required
17    testing under Section 21B-30 of this Code, (iii) have
18    successfully completed coursework on the psychology of,
19    the identification of, and the methods of instruction for
20    the exceptional child, including without limitation
21    children with learning disabilities, (iv) have
22    successfully completed coursework in methods of reading
23    and reading in the content area, and (v) have met all other
24    criteria established by rule of the State Board of
25    Education shall be issued a Professional Educator License.
26    All Professional Educator Licenses are valid until June 30

1    immediately following 5 years of the license being issued.
2    The Professional Educator License shall be endorsed with
3    specific areas and grade levels in which the individual is
4    eligible to practice.
5        Individuals can receive subsequent endorsements on the
6    Professional Educator License. Subsequent endorsements
7    shall require a minimum of 24 semester hours of coursework
8    in the endorsement area, unless otherwise specified by
9    rule, and passage of the applicable content area test.
10        (2) Educator License with Stipulations. An Educator
11    License with Stipulations shall be issued an endorsement
12    that limits the license holder to one particular position
13    or does not require completion of an approved educator
14    program or both.
15        An individual with an Educator License with
16    Stipulations must not be employed by a school district or
17    any other entity to replace any presently employed teacher
18    who otherwise would not be replaced for any reason.
19        An Educator License with Stipulations may be issued
20    with the following endorsements:
21            (A) Provisional educator. A provisional educator
22        endorsement in a specific content area or areas on an
23        Educator License with Stipulations may be issued to an
24        applicant who holds an educator license from another
25        state, U.S. territory, or foreign country and who, at
26        the time of applying for an Illinois license, does not

1        meet the minimum requirements under Section 21B-35 of
2        this Code, but does, at a minimum, meet the following
3        requirements:
4                (i) Holds the equivalent of a minimum of a
5            bachelor's degree, unless a master's degree is
6            required for the endorsement, from a regionally
7            accredited college or university or, for
8            individuals educated in a country other than the
9            United States, the equivalent of a minimum of a
10            bachelor's degree issued in the United States,
11            unless a master's degree is required for the
12            endorsement.
13                (ii) Has passed or passes a test of basic
14            skills and content area test prior to or within one
15            year after issuance of the provisional educator
16            endorsement on the Educator License with
17            Stipulations. If an individual who holds an
18            Educator License with Stipulations endorsed for
19            provisional educator has not passed a test of basic
20            skills and applicable content area test or tests
21            within one year after issuance of the endorsement,
22            the endorsement shall expire on June 30 following
23            one full year of the endorsement being issued. If
24            such an individual has passed the test of basic
25            skills and applicable content area test or tests
26            either prior to issuance of the endorsement or

1            within one year after issuance of the endorsement,
2            the endorsement is valid until June 30 immediately
3            following 2 years of the license being issued,
4            during which time any and all coursework
5            deficiencies must be met and any and all additional
6            testing deficiencies must be met.
7            In addition, a provisional educator endorsement
8        for principals or superintendents may be issued if the
9        individual meets the requirements set forth in
10        subdivisions (1) and (3) of subsection (b-5) of Section
11        21B-35 of this Code. Applicants who have not been
12        entitled by an Illinois-approved educator preparation
13        program at an Illinois institution of higher education
14        shall not receive a provisional educator endorsement
15        if the person completed an alternative licensure
16        program in another state, unless the program has been
17        determined to be equivalent to Illinois program
18        requirements.
19            Notwithstanding any other requirements of this
20        Section, a service member or spouse of a service member
21        may obtain a Professional Educator License with
22        Stipulations, and a provisional educator endorsement
23        in a specific content area or areas, if he or she holds
24        a valid teaching certificate or license in good
25        standing from another state, meets the qualifications
26        of educators outlined in Section 21B-15 of this Code,

1        and has not engaged in any misconduct that would
2        prohibit an individual from obtaining a license
3        pursuant to Illinois law, including without limitation
4        any administrative rules of the State Board of
5        Education.
6            In this Section, "service member" means any person
7        who, at the time of application under this Section, is
8        an active duty member of the United States Armed Forces
9        or any reserve component of the United States Armed
10        Forces or the National Guard of any state,
11        commonwealth, or territory of the United States or the
12        District of Columbia.
13            A provisional educator endorsement is valid until
14        June 30 immediately following 2 years of the license
15        being issued, provided that any remaining testing and
16        coursework deficiencies are met as set forth in this
17        Section. Failure to satisfy all stated deficiencies
18        shall mean the individual, including any service
19        member or spouse who has obtained a Professional
20        Educator License with Stipulations and a provisional
21        educator endorsement in a specific content area or
22        areas, is ineligible to receive a Professional
23        Educator License at that time. An Educator License with
24        Stipulations endorsed for provisional educator shall
25        not be renewed for individuals who hold an Educator
26        License with Stipulations and who have held a position

1        in a public school or non-public school recognized by
2        the State Board of Education.
3            (B) Alternative provisional educator. An
4        alternative provisional educator endorsement on an
5        Educator License with Stipulations may be issued to an
6        applicant who, at the time of applying for the
7        endorsement, has done all of the following:
8                (i) Graduated from a regionally accredited
9            college or university with a minimum of a
10            bachelor's degree.
11                (ii) Successfully completed the first phase of
12            the Alternative Educator Licensure Program for
13            Teachers, as described in Section 21B-50 of this
14            Code.
15                (iii) Passed a test of basic skills and content
16            area test, as required under Section 21B-30 of this
17            Code.
18            The alternative provisional educator endorsement
19        is valid for 2 years of teaching and may be renewed for
20        a third year by an individual meeting the requirements
21        set forth in Section 21B-50 of this Code.
22            (C) Alternative provisional superintendent. An
23        alternative provisional superintendent endorsement on
24        an Educator License with Stipulations entitles the
25        holder to serve only as a superintendent or assistant
26        superintendent in a school district's central office.

1        This endorsement may only be issued to an applicant
2        who, at the time of applying for the endorsement, has
3        done all of the following:
4                (i) Graduated from a regionally accredited
5            college or university with a minimum of a master's
6            degree in a management field other than education.
7                (ii) Been employed for a period of at least 5
8            years in a management level position in a field
9            other than education.
10                (iii) Successfully completed the first phase
11            of an alternative route to superintendent
12            endorsement program, as provided in Section 21B-55
13            of this Code.
14                (iv) Passed a test of basic skills and content
15            area tests required under Section 21B-30 of this
16            Code.
17            The endorsement may be registered for 2 fiscal
18        years in order to complete one full year of serving as
19        a superintendent or assistant superintendent.
20            (D) Resident teacher endorsement. A resident
21        teacher endorsement on an Educator License with
22        Stipulations may be issued to an applicant who, at the
23        time of applying for the endorsement, has done all of
24        the following:
25                (i) Graduated from a regionally accredited
26            institution of higher education with a minimum of a

1            bachelor's degree.
2                (ii) Enrolled in an approved Illinois educator
3            preparation program.
4                (iii) Passed a test of basic skills and content
5            area test, as required under Section 21B-30 of this
6            Code.
7            The resident teacher endorsement on an Educator
8        License with Stipulations is valid for 4 years of
9        teaching and shall not be renewed.
10            A resident teacher may teach only under the
11        direction of a licensed teacher, who shall act as the
12        resident mentor teacher, and may not teach in place of
13        a licensed teacher. A resident teacher endorsement on
14        an Educator License with Stipulations shall no longer
15        be valid after June 30, 2017.
16            (E) Career and technical educator. A career and
17        technical educator endorsement on an Educator License
18        with Stipulations may be issued to an applicant who has
19        a minimum of 60 semester hours of coursework from a
20        regionally accredited institution of higher education
21        and has a minimum of 2,000 hours of experience outside
22        of education in each area to be taught.
23            The career and technical educator endorsement on
24        an Educator License with Stipulations is valid until
25        June 30 immediately following 5 years of the
26        endorsement being issued and may be renewed. For

1        individuals who were issued the career and technical
2        educator endorsement on an Educator License with
3        Stipulations on or after January 1, 2015, the license
4        may be renewed if the individual passes a test of basic
5        skills or test of work proficiency, as required under
6        Section 21B-30 of this Code.
7            An individual who holds a valid career and
8        technical educator endorsement on an Educator License
9        with Stipulations but does not hold a bachelor's degree
10        may substitute teach in career and technical education
11        classrooms.
12            (F) Part-time provisional career and technical
13        educator or provisional career and technical educator.
14        A part-time provisional career and technical educator
15        endorsement or a provisional career and technical
16        educator endorsement on an Educator License with
17        Stipulations may be issued to an applicant who has a
18        minimum of 8,000 hours of work experience in the skill
19        for which the applicant is seeking the endorsement. It
20        is the responsibility of each employing school board
21        and regional office of education to provide
22        verification, in writing, to the State Superintendent
23        of Education at the time the application is submitted
24        that no qualified teacher holding a Professional
25        Educator License or an Educator License with
26        Stipulations with a career and technical educator

1        endorsement is available and that actual circumstances
2        require such issuance.
3            The provisional career and technical educator
4        endorsement on an Educator License with Stipulations
5        is valid until June 30 immediately following 5 years of
6        the endorsement being issued and may be renewed only
7        one time for 5 years. For individuals who were issued
8        the provisional career and technical educator
9        endorsement on an Educator License with Stipulations
10        on or after January 1, 2015, the license may be renewed
11        one time if the individual passes a test of basic
12        skills or test of work proficiency, as required under
13        Section 21B-30 of this Code, and has completed a
14        minimum of 20 semester hours from a regionally
15        accredited institution.
16            A part-time provisional career and technical
17        educator endorsement on an Educator License with
18        Stipulations may be issued for teaching no more than 2
19        courses of study for grades 6 through 12. The part-time
20        provisional career and technical educator endorsement
21        on an Educator License with Stipulations is valid until
22        June 30 immediately following 5 years of the
23        endorsement being issued and may be renewed for 5 years
24        if the individual makes application for renewal.
25            An individual who holds a provisional or part-time
26        provisional career and technical educator endorsement

1        on an Educator License with Stipulations but does not
2        hold a bachelor's degree may substitute teach in career
3        and technical education classrooms.
4            (G) Transitional bilingual educator. A
5        transitional bilingual educator endorsement on an
6        Educator License with Stipulations may be issued for
7        the purpose of providing instruction in accordance
8        with Article 14C of this Code to an applicant who
9        provides satisfactory evidence that he or she meets all
10        of the following requirements:
11                (i) Possesses adequate speaking, reading, and
12            writing ability in the language other than English
13            in which transitional bilingual education is
14            offered.
15                (ii) Has the ability to successfully
16            communicate in English.
17                (iii) Either possessed, within 5 years
18            previous to his or her applying for a transitional
19            bilingual educator endorsement, a valid and
20            comparable teaching certificate or comparable
21            authorization issued by a foreign country or holds
22            a degree from an institution of higher learning in
23            a foreign country that the State Educator
24            Preparation and Licensure Board determines to be
25            the equivalent of a bachelor's degree from a
26            regionally accredited institution of higher

1            learning in the United States.
2            A transitional bilingual educator endorsement
3        shall be valid for prekindergarten through grade 12, is
4        valid until June 30 immediately following 5 years of
5        the endorsement being issued, and shall not be renewed.
6            Persons holding a transitional bilingual educator
7        endorsement shall not be employed to replace any
8        presently employed teacher who otherwise would not be
9        replaced for any reason.
10            (H) Language endorsement. In an effort to
11        alleviate the shortage of teachers speaking a language
12        other than English in the public schools, an individual
13        who holds an Educator License with Stipulations may
14        also apply for a language endorsement, provided that
15        the applicant provides satisfactory evidence that he
16        or she meets all of the following requirements:
17                (i) Holds a transitional bilingual
18            endorsement.
19                (ii) Has demonstrated proficiency in the
20            language for which the endorsement is to be issued
21            by passing the applicable language content test
22            required by the State Board of Education.
23                (iii) Holds a bachelor's degree or higher from
24            a regionally accredited institution of higher
25            education or, for individuals educated in a
26            country other than the United States, holds a

1            degree from an institution of higher learning in a
2            foreign country that the State Educator
3            Preparation and Licensure Board determines to be
4            the equivalent of a bachelor's degree from a
5            regionally accredited institution of higher
6            learning in the United States.
7                (iv) Has passed a test of basic skills, as
8            required under Section 21B-30 of this Code.
9            A language endorsement on an Educator License with
10        Stipulations is valid for prekindergarten through
11        grade 12 for the same validity period as the
12        individual's transitional bilingual educator
13        endorsement on the Educator License with Stipulations
14        and shall not be renewed.
15            (I) Visiting international educator. A visiting
16        international educator endorsement on an Educator
17        License with Stipulations may be issued to an
18        individual who is being recruited by a particular
19        school district that conducts formal recruitment
20        programs outside of the United States to secure the
21        services of qualified teachers and who meets all of the
22        following requirements:
23                (i) Holds the equivalent of a minimum of a
24            bachelor's degree issued in the United States.
25                (ii) Has been prepared as a teacher at the
26            grade level for which he or she will be employed.

1                (iii) Has adequate content knowledge in the
2            subject to be taught.
3                (iv) Has an adequate command of the English
4            language.
5            A holder of a visiting international educator
6        endorsement on an Educator License with Stipulations
7        shall be permitted to teach in bilingual education
8        programs in the language that was the medium of
9        instruction in his or her teacher preparation program,
10        provided that he or she passes the English Language
11        Proficiency Examination or another test of writing
12        skills in English identified by the State Board of
13        Education, in consultation with the State Educator
14        Preparation and Licensure Board.
15            A visiting international educator endorsement on
16        an Educator License with Stipulations is valid for 3
17        years and shall not be renewed.
18            (J) Paraprofessional educator. A paraprofessional
19        educator endorsement on an Educator License with
20        Stipulations may be issued to an applicant who holds a
21        high school diploma or its recognized equivalent and
22        either holds an associate's degree or a minimum of 60
23        semester hours of credit from a regionally accredited
24        institution of higher education or has passed a test of
25        basic skills required under Section 21B-30 of this
26        Code. The paraprofessional educator endorsement is

1        valid until June 30 immediately following 5 years of
2        the endorsement being issued and may be renewed through
3        application and payment of the appropriate fee, as
4        required under Section 21B-40 of this Code. An
5        individual who holds only a paraprofessional educator
6        endorsement is not subject to additional requirements
7        in order to renew the endorsement.
8            (K) Chief school business official. A chief school
9        business official endorsement on an Educator License
10        with Stipulations may be issued to an applicant who
11        qualifies by having a master's degree or higher, 2
12        years of full-time administrative experience in school
13        business management or 2 years of university-approved
14        practical experience, and a minimum of 24 semester
15        hours of graduate credit in a program approved by the
16        State Board of Education for the preparation of school
17        business administrators and by passage of the
18        applicable State tests, including a test of basic
19        skills and applicable content area test.
20            The chief school business official endorsement may
21        also be affixed to the Educator License with
22        Stipulations of any holder who qualifies by having a
23        master's degree in business administration, finance,
24        or accounting and who completes an additional 6
25        semester hours of internship in school business
26        management from a regionally accredited institution of

1        higher education and passes the applicable State
2        tests, including a test of basic skills and applicable
3        content area test. This endorsement shall be required
4        for any individual employed as a chief school business
5        official.
6            The chief school business official endorsement on
7        an Educator License with Stipulations is valid until
8        June 30 immediately following 5 years of the
9        endorsement being issued and may be renewed if the
10        license holder completes renewal requirements as
11        required for individuals who hold a Professional
12        Educator License endorsed for chief school business
13        official under Section 21B-45 of this Code and such
14        rules as may be adopted by the State Board of
15        Education.
16            (L) Provisional in-state educator. A provisional
17        in-state educator endorsement on an Educator License
18        with Stipulations may be issued to a candidate who has
19        completed an Illinois-approved educator preparation
20        program at an Illinois institution of higher education
21        and who has not successfully completed an
22        evidence-based assessment of teacher effectiveness but
23        who meets all of the following requirements:
24                (i) Holds at least a bachelor's degree.
25                (ii) Has completed an approved educator
26            preparation program at an Illinois institution.

1                (iii) Has passed a test of basic skills and
2            applicable content area test, as required by
3            Section 21B-30 of this Code.
4                (iv) Has attempted an evidence-based
5            assessment of teacher effectiveness and received a
6            minimum score on that assessment, as established
7            by the State Board of Education in consultation
8            with the State Educator Preparation and Licensure
9            Board.
10            A provisional in-state educator endorsement on an
11        Educator License with Stipulations is valid for one
12        full fiscal year after the date of issuance and may not
13        be renewed.
14        (3) Substitute Teaching License. A Substitute Teaching
15    License may be issued to qualified applicants for
16    substitute teaching in all grades of the public schools,
17    prekindergarten through grade 12. Substitute Teaching
18    Licenses are not eligible for endorsements. Applicants for
19    a Substitute Teaching License must hold a bachelor's degree
20    or higher from a regionally accredited institution of
21    higher education.
22        Substitute Teaching Licenses are valid for 5 years.
23        Substitute Teaching Licenses are valid for substitute
24    teaching in every county of this State. If an individual
25    has had his or her Professional Educator License or
26    Educator License with Stipulations suspended or revoked or

1    has not met the renewal requirements for licensure, then
2    that individual is not eligible to obtain a Substitute
3    Teaching License.
4        A substitute teacher may only teach in the place of a
5    licensed teacher who is under contract with the employing
6    board. If, however, there is no licensed teacher under
7    contract because of an emergency situation, then a district
8    may employ a substitute teacher for no longer than 30
9    calendar days per each vacant position in the district if
10    the district notifies the appropriate regional office of
11    education within 5 business days after the employment of
12    the substitute teacher in the emergency situation. An
13    emergency situation is one in which an unforeseen vacancy
14    has occurred and (i) a teacher is unable to fulfill his or
15    her contractual duties or (ii) teacher capacity needs of
16    the district exceed previous indications, and the district
17    is actively engaged in advertising to hire a fully licensed
18    teacher for the vacant position.
19        There is no limit on the number of days that a
20    substitute teacher may teach in a single school district,
21    provided that no substitute teacher may teach for longer
22    than 90 school days for any one licensed teacher under
23    contract in the same school year. A substitute teacher who
24    holds a Professional Educator License or Educator License
25    with Stipulations shall not teach for more than 120 school
26    days for any one licensed teacher under contract in the

1    same school year. The limitations in this paragraph (3) on
2    the number of days a substitute teacher may be employed do
3    not apply to any school district operating under Article 34
4    of this Code.

8    (105 ILCS 5/21B-25)
9    Sec. 21B-25. Endorsement on licenses. All licenses issued
10under paragraph (1) of Section 21B-20 of this Code shall be
11specifically endorsed by the State Board of Education for each
12content area, school support area, and administrative area for
13which the holder of the license is qualified. Recognized
14institutions approved to offer educator preparation programs
15shall be trained to add endorsements to licenses issued to
16applicants who meet all of the requirements for the endorsement
17or endorsements, including passing any required tests. The
18State Superintendent of Education shall randomly audit
19institutions to ensure that all rules and standards are being
20followed for entitlement or when endorsements are being
21recommended.
22        (1) The State Board of Education, in consultation with
23    the State Educator Preparation and Licensure Board, shall
24    establish, by rule, the grade level and subject area
25    endorsements to be added to the Professional Educator

1    License. These rules shall outline the requirements for
2    obtaining each endorsement.
3        (2) In addition to any and all grade level and content
4    area endorsements developed by rule, the State Board of
5    Education, in consultation with the State Educator
6    Preparation and Licensure Board, shall develop the
7    requirements for the following endorsements:
8            (A) General administrative endorsement. A general
9        administrative endorsement shall be added to a
10        Professional Educator License, provided that an
11        approved program has been completed. An individual
12        holding a general administrative endorsement may work
13        only as a principal or assistant principal or in a
14        related or similar position, as determined by the State
15        Superintendent of Education, in consultation with the
16        State Educator Preparation and Licensure Board.
17            Beginning on September 1, 2014, the general
18        administrative endorsement shall no longer be issued
19        except to individuals who completed all coursework
20        requirements for the receipt of the general
21        administrative endorsement by September 1, 2014, who
22        have completed all testing requirements by June 30,
23        2016, and who apply for the endorsement on or before
24        June 30, 2016. Individuals who hold a valid and
25        registered administrative certificate with a general
26        administrative endorsement issued under Section 21-7.1

1        of this Code or a Professional Educator License with a
2        general administrative endorsement issued prior to
3        September 1, 2014 and who have served for at least one
4        full year during the 5 years prior in a position
5        requiring a general administrative endorsement shall,
6        upon request to the State Board of Education and
7        through July 1, 2015, have their respective general
8        administrative endorsement converted to a principal
9        endorsement on the Professional Educator License.
10        Candidates shall not be admitted to an approved general
11        administrative preparation program after September 1,
12        2012.
13            All other individuals holding a valid and
14        registered administrative certificate with a general
15        administrative endorsement issued pursuant to Section
16        21-7.1 of this Code or a general administrative
17        endorsement on a Professional Educator License issued
18        prior to September 1, 2014 shall have the general
19        administrative endorsement converted to a principal
20        endorsement on a Professional Educator License upon
21        request to the State Board of Education and by
22        completing one of the following pathways:
23                (i) Passage of the State principal assessment
24            developed by the State Board of Education.
25                (ii) Through July 1, 2019, completion of an
26            Illinois Educators' Academy course designated by

1            the State Superintendent of Education.
2                (iii) Completion of a principal preparation
3            program established and approved pursuant to
4            Section 21B-60 of this Code and applicable rules.
5            Individuals who do not choose to convert the
6        general administrative endorsement on the
7        administrative certificate issued pursuant to Section
8        21-7.1 of this Code or on the Professional Educator
9        License shall continue to be able to serve in any
10        position previously allowed under paragraph (2) of
11        subsection (e) of Section 21-7.1 of this Code.
12            The general administrative endorsement on the
13        Professional Educator License is available only to
14        individuals who, prior to September 1, 2014, had such
15        an endorsement on the administrative certificate
16        issued pursuant to Section 21-7.1 of this Code or who
17        already have a Professional Educator License and have
18        completed a general administrative program and who do
19        not choose to convert the general administrative
20        endorsement to a principal endorsement pursuant to the
21        options in this Section.
22            (B) Principal endorsement. A principal endorsement
23        shall be affixed to a Professional Educator License of
24        any holder who qualifies by having all of the
25        following:
26                (i) Successful completion of a principal

1            preparation program approved in accordance with
2            Section 21B-60 of this Code and any applicable
3            rules.
4                (ii) At least 4 total years of teaching or,
5            until June 30, 2021, 4 total years of working in
6            the capacity of school support personnel in an
7            Illinois public school or nonpublic school
8            recognized by the State Board of Education or in an
9            out-of-state public school or out-of-state
10            nonpublic school meeting out-of-state recognition
11            standards comparable to those approved by the
12            State Superintendent of Education; however, the
13            State Board of Education, in consultation with the
14            State Educator Preparation and Licensure Board,
15            shall allow, by rules, for fewer than 4 years of
16            experience based on meeting standards set forth in
17            such rules, including without limitation a review
18            of performance evaluations or other evidence of
19            demonstrated qualifications.
20                (iii) A master's degree or higher from a
21            regionally accredited college or university.
22            (C) Chief school business official endorsement. A
23        chief school business official endorsement shall be
24        affixed to the Professional Educator License of any
25        holder who qualifies by having a master's degree or
26        higher, 2 years of full-time administrative experience

1        in school business management or 2 years of
2        university-approved practical experience, and a
3        minimum of 24 semester hours of graduate credit in a
4        program approved by the State Board of Education for
5        the preparation of school business administrators and
6        by passage of the applicable State tests. The chief
7        school business official endorsement may also be
8        affixed to the Professional Educator License of any
9        holder who qualifies by having a master's degree in
10        business administration, finance, or accounting and
11        who completes an additional 6 semester hours of
12        internship in school business management from a
13        regionally accredited institution of higher education
14        and passes the applicable State tests. This
15        endorsement shall be required for any individual
16        employed as a chief school business official.
17            (D) Superintendent endorsement. A superintendent
18        endorsement shall be affixed to the Professional
19        Educator License of any holder who has completed a
20        program approved by the State Board of Education for
21        the preparation of superintendents of schools, has had
22        at least 2 years of experience employed full-time in a
23        general administrative position or as a full-time
24        principal, director of special education, or chief
25        school business official in the public schools or in a
26        State-recognized nonpublic school in which the chief

1        administrator is required to have the licensure
2        necessary to be a principal in a public school in this
3        State and where a majority of the teachers are required
4        to have the licensure necessary to be instructors in a
5        public school in this State, and has passed the
6        required State tests; or of any holder who has
7        completed a program that is not an Illinois-approved
8        educator preparation program at an Illinois
9        institution of higher education and that has
10        recognition standards comparable to those approved by
11        the State Superintendent of Education and holds the
12        general administrative, principal, or chief school
13        business official endorsement and who has had 2 years
14        of experience as a principal, director of special
15        education, or chief school business official while
16        holding a valid educator license or certificate
17        comparable in validity and educational and experience
18        requirements and has passed the appropriate State
19        tests, as provided in Section 21B-30 of this Code. The
20        superintendent endorsement shall allow individuals to
21        serve only as a superintendent or assistant
22        superintendent.
23            (E) Teacher leader endorsement. It shall be the
24        policy of this State to improve the quality of
25        instructional leaders by providing a career pathway
26        for teachers interested in serving in leadership

1        roles, but not as principals. The State Board of
2        Education, in consultation with the State Educator
3        Preparation and Licensure Board, may issue a teacher
4        leader endorsement under this subdivision (E). Persons
5        who meet and successfully complete the requirements of
6        the endorsement shall be issued a teacher leader
7        endorsement on the Professional Educator License for
8        serving in schools in this State. Teacher leaders may
9        qualify to serve in such positions as department
10        chairs, coaches, mentors, curriculum and instruction
11        leaders, or other leadership positions as defined by
12        the district. The endorsement shall be available to
13        those teachers who (i) hold a Professional Educator
14        License, (ii) hold a master's degree or higher from a
15        regionally accredited institution, (iii) have
16        completed a program of study that has been approved by
17        the State Board of Education, in consultation with the
18        State Educator Preparation and Licensure Board, and
19        (iv) have successfully demonstrated competencies as
20        defined by rule.
21            A teacher who meets the requirements set forth in
22        this Section and holds a teacher leader endorsement may
23        evaluate teachers pursuant to Section 24A-5 of this
24        Code, provided that the individual has completed the
25        evaluation component required by Section 24A-3 of this
26        Code and a teacher leader is allowed to evaluate

1        personnel under the respective school district's
2        collective bargaining agreement.
3            The State Board of Education, in consultation with
4        the State Educator Preparation and Licensure Board,
5        may adopt such rules as may be necessary to establish
6        and implement the teacher leader endorsement program
7        and to specify the positions for which this endorsement
8        shall be required.
9            (F) Special education endorsement. A special
10        education endorsement in one or more areas shall be
11        affixed to a Professional Educator License for any
12        individual that meets those requirements established
13        by the State Board of Education in rules. Special
14        education endorsement areas shall include without
15        limitation the following:
16                (i) Learning Behavior Specialist I;
17                (ii) Learning Behavior Specialist II;
18                (iii) Speech Language Pathologist;
19                (iv) Blind or Visually Impaired;
20                (v) Deaf-Hard of Hearing; and
21                (vi) Early Childhood Special Education; and .
22                (vii) Director of Special Education.
23        Notwithstanding anything in this Code to the contrary,
24        the State Board of Education, in consultation with the
25        State Educator Preparation and Licensure Board, may
26        add additional areas of special education by rule.

1            (G) School support personnel endorsement. School
2        support personnel endorsement areas shall include, but
3        are not limited to, school counselor, marriage and
4        family therapist, school psychologist, school speech
5        and language pathologist, school nurse, and school
6        social worker. This endorsement is for individuals who
7        are not teachers or administrators, but still require
8        licensure to work in an instructional support position
9        in a public or State-operated elementary school,
10        secondary school, or cooperative or joint agreement
11        with a governing body or board of control or a charter
12        school operating in compliance with the Charter
13        Schools Law. The school support personnel endorsement
14        shall be affixed to the Professional Educator License
15        and shall meet all of the requirements established in
16        any rules adopted to implement this subdivision (G).
17        The holder of such an endorsement is entitled to all of
18        the rights and privileges granted holders of any other
19        Professional Educator License, including teacher
20        benefits, compensation, and working conditions.
21            Beginning on January 1, 2014 and ending on April
22        30, 2014, a person holding a Professional Educator
23        License with a school speech and language pathologist
24        (teaching) endorsement may exchange his or her school
25        speech and language pathologist (teaching) endorsement
26        for a school speech and language pathologist

1        (non-teaching) endorsement through application to the
2        State Board of Education. There shall be no cost for
3        this exchange.

9    Sec. 21B-35. Minimum requirements for educators trained in
10other states or countries.
11    (a) All applicants who have not been entitled by an
12Illinois-approved educator preparation program at an Illinois
13institution of higher education applying for a Professional
14Educator License endorsed in a teaching field or school support
15personnel area must meet all of the following requirements:
16        (1) Hold a comparable and valid educator license or
17    certificate with similar grade level and subject matter
18    credentials from another state. The State Board of
19    Education shall have the authority to determine what
20    constitutes similar grade level and subject matter
21    credentials from another state. A comparable educator
22    license or certificate is one that demonstrates that the
23    license or certificate holder meets similar requirements
24    as candidates entitled by an Illinois-approved educator
25    preparation program in teaching or school support

1    personnel areas concerning coursework aligned to standards
2    concerning methods of instruction of the exceptional
3    child, methods of reading and reading in the content area,
4    and instructional strategies for English learners. An
5    applicant who holds a comparable and valid educator license
6    or certificate from another state must submit verification
7    to the State Board of Education that the applicant has
8    completed coursework concerning methods of instruction of
9    the exceptional child, methods of reading and reading in
10    the content area, and instructional strategies for English
11    learners.
12        (2) Have a degree from a regionally accredited
13    institution of higher education and the degreed major or a
14    constructed major must directly correspond to the license
15    or endorsement sought.
16        (3) (Blank).

18        (5) (Blank).
19        (6) Have successfully met all Illinois examination
20    requirements. Applicants who have successfully completed a
21    test of basic skills, as defined by rules, at the time of
22    initial licensure in another state shall not be required to
23    complete a test of basic skills. Applicants who have
24    successfully completed a test of content, as defined by
25    rules, at the time of initial licensure in another state
26    shall not be required to complete a test of content.

1    Applicants for a teaching endorsement who have
2    successfully completed an evidence-based assessment of
3    teacher effectiveness, as defined by rules, at the time of
4    initial licensure in another state shall not be required to
5    complete an evidence-based assessment of teacher
6    effectiveness.
7        (7) For applicants for a teaching endorsement, have
8    completed student teaching or an equivalent experience or,
9    for applicants for a school service personnel endorsement,
10    have completed an internship or an equivalent experience.
11    If one or more of the criteria in this subsection (a) are
12not met, then applicants who have not been entitled by an
13Illinois-approved educator preparation program at an Illinois
14institution of higher education who hold a valid, comparable
15certificate from another state may qualify for a provisional
16educator endorsement on an Educator License with Stipulations,
17in accordance with Section 21B-20 of this Code.
18    (b) In order to receive a Professional Educator License
19endorsed in a teaching field, applicants trained in another
20country must meet all of the following requirements:
21        (1) Have completed a comparable education program in
22    another country.
23        (2) Have had transcripts evaluated by an evaluation
24    service approved by the State Superintendent of Education.
25        (3) Have a degree comparable to a degree from a
26    regionally accredited institution of higher education.

1    Hold a degreed major that must directly correspond to the
2    license or endorsement sought.
3        (4) Have completed coursework aligned to standards

7    approved by another state or comparable educator program in
8    another country leading to the receipt of a license or
9    certificate for the Illinois endorsement sought.
10        (2) Have successfully met all State licensure
11    examination requirements, as required by Section 21B-30 of
12    this Code. Applicants who have successfully completed a
13    test of basic skills, as defined by rules, at the time of
14    initial licensure in another state or country shall not be
15    required to complete a test of basic skills. Applicants who
16    have successfully completed a test of content, as defined
17    by rules, at the time of initial licensure in another state
18    or country shall not be required to complete a test of
19    content.

7Illinois-approved educator preparation program at an Illinois
8institution of higher education applying for a Professional
9Educator License endorsed for Director of Special Education
10must meet all of the following requirements:
11        (1) Have completed a master's degree.
12        (2) Have 2 years of full-time experience providing
13    special education services.
14        (3) Have successfully completed all examination
15    requirements, as required by Section 21B-30 of this Code.
16    Applicants who have successfully completed a test of
17    content, as identified by rules, at the time of initial
18    licensure in another state or country shall not be required
19    to complete a test of content.
20        (4) Have completed coursework aligned to standards
21    concerning methods of instruction of the exceptional
22    child, methods of reading and reading in the content area,
23    and instructional strategies for English learners.
24    A provisional educator endorsement to serve as Director of
25Special Education may be affixed to an Educator License with
26Stipulations in accordance with Section 21B-20 of this Code.

1    (b-10) All applicants who have not been entitled by an
2Illinois-approved educator preparation program at an Illinois
3institution of higher education applying for a Professional
4Educator License endorsed for chief school business official
5must meet all of the following requirements:
6        (1) Have completed a master's degree in school business
7    management, finance, or accounting.
8        (2) Have successfully completed an internship in
9    school business management or have 2 years of experience as
10    a school business administrator.
11        (3) Have successfully met all State examination
12    requirements, as required by Section 21B-30 of this Code.
13    Applicants who have successfully completed a test of
14    content, as identified by rules, at the time of initial
15    licensure in another state or country shall not be required
16    to complete a test of content.
17        (4) Have successfully completed modules aligned to
18    standards concerning methods of instruction of the
19    exceptional child, methods of reading and reading in the
20    content area, and instructional strategies for English
21    learners in reading methods, special education, and
22    English Learners.
23    A provisional educator endorsement to serve as a chief
24school business official may be affixed to an Educator License
25with Stipulations.
26    (c) The State Board of Education, in consultation with the

1State Educator Preparation and Licensure Board, may adopt such
2rules as may be necessary to implement this Section.

5    (105 ILCS 5/21B-45)
6    Sec. 21B-45. Professional Educator License renewal.
7    (a) Individuals holding a Professional Educator License
8are required to complete the licensure renewal requirements as
9specified in this Section, unless otherwise provided in this
10Code.
11    Individuals holding a Professional Educator License shall
12meet the renewal requirements set forth in this Section, unless
13otherwise provided in this Code. If an individual holds a
14license endorsed in more than one area that has different
15renewal requirements, that individual shall follow the renewal
16requirements for the position for which he or she spends the
17majority of his or her time working.
18    (b) All Professional Educator Licenses not renewed as
19provided in this Section shall lapse on September 1 of that
20year. Lapsed licenses may be immediately reinstated upon (i)
21payment by the applicant of a $500 penalty to the State Board
22of Education or (ii) the demonstration of proficiency by
23completing 9 semester hours of coursework from a regionally
24accredited institution of higher education in the content area
25that most aligns with one or more of the educator's endorsement

1areas. Any and all back fees, including without limitation
2registration fees owed from the time of expiration of the
3license until the date of reinstatement, shall be paid and kept
4in accordance with the provisions in Article 3 of this Code
5concerning an institute fund and the provisions in Article 21B
6of this Code concerning fees and requirements for registration.
7Licenses not registered in accordance with Section 21B-40 of
8this Code shall lapse after a period of 6 months from the
9expiration of the last year of registration or on January 1 of
10the fiscal year following initial issuance of the license. An
11unregistered license is invalid after September 1 for
12employment and performance of services in an Illinois public or
13State-operated school or cooperative and in a charter school.
14Any license or endorsement may be voluntarily surrendered by
15the license holder. A voluntarily surrendered license, except a
16substitute teaching license issued under Section 21B-20 of this
17Code, shall be treated as a revoked license. An Educator
18License with Stipulations with only a paraprofessional
19endorsement does not lapse.
20    (c) From July 1, 2013 through June 30, 2014, in order to
21satisfy the requirements for licensure renewal provided for in
22this Section, each professional educator licensee with an
23administrative endorsement who is working in a position
24requiring such endorsement shall complete one Illinois
25Administrators' Academy course, as described in Article 2 of
26this Code, per fiscal year.

1    (d) Beginning July 1, 2014, in order to satisfy the
2requirements for licensure renewal provided for in this
3Section, each professional educator licensee may create a
4professional development plan each year. The plan shall address
5one or more of the endorsements that are required of his or her
6educator position if the licensee is employed and performing
7services in an Illinois public or State-operated school or
8cooperative. If the licensee is employed in a charter school,
9the plan shall address that endorsement or those endorsements
10most closely related to his or her educator position. Licensees
11employed and performing services in any other Illinois schools
12may participate in the renewal requirements by adhering to the
13same process.
14    Except as otherwise provided in this Section, the
15licensee's professional development activities shall align
16with one or more of the following criteria:
17        (1) activities are of a type that engage participants
18    over a sustained period of time allowing for analysis,
19    discovery, and application as they relate to student
20    learning, social or emotional achievement, or well-being;
21        (2) professional development aligns to the licensee's
22    performance;
23        (3) outcomes for the activities must relate to student
24    growth or district improvement;
25        (4) activities align to State-approved standards; and
26        (5) higher education coursework.

1    (e) For each renewal cycle, each professional educator
2licensee shall engage in professional development activities.
3Prior to renewal, the licensee shall enter electronically into
4the Educator Licensure Information System (ELIS) the name,
5date, and location of the activity, the number of professional
6development hours, and the provider's name. The following
7provisions shall apply concerning professional development
8activities:
9        (1) Each licensee shall complete a total of 120 hours
10    of professional development per 5-year renewal cycle in
11    order to renew the license, except as otherwise provided in
12    this Section.
13        (2) Beginning with his or her first full 5-year cycle,
14    any licensee with an administrative endorsement who is not
15    working in a position requiring such endorsement is not
16    required to shall complete one Illinois Administrators'
17    Academy courses course, as described in Article 2 of this
18    Code, in each 5-year renewal cycle in which the
19    administrative endorsement was held for at least one year.
20    The Illinois Administrators' Academy course may count
21    toward the total of 120 hours per 5-year cycle. Such
22    licensees must complete one Illinois Administrators'
23    Academy course within one year after returning to a
24    position that requires the administrative endorsement.
25        (3) Any licensee with an administrative endorsement
26    who is working in a position requiring such endorsement or

1    an individual with a Teacher Leader endorsement serving in
2    an administrative capacity at least 50% of the day shall
3    complete one Illinois Administrators' Academy course, as
4    described in Article 2 of this Code, each fiscal year in
5    addition to 100 hours of professional development per
6    5-year renewal cycle in accordance with this Code.
7        (4) Any licensee holding a current National Board for
8    Professional Teaching Standards (NBPTS) master teacher
9    designation shall complete a total of 60 hours of
10    professional development per 5-year renewal cycle in order
11    to renew the license.
12        (5) Licensees working in a position that does not
13    require educator licensure or working in a position for
14    less than 50% for any particular year are considered to be
15    exempt and shall be required to pay only the registration
16    fee in order to renew and maintain the validity of the
17    license.
18        (6) Licensees who are retired and qualify for benefits
19    from a State retirement system shall notify the State Board
20    of Education using ELIS, and the license shall be
21    maintained in retired status. For any renewal cycle in
22    which a licensee retires during the renewal cycle, the
23    licensee must complete professional development activities
24    on a prorated basis depending on the number of years during
25    the renewal cycle the educator held an active license. If a
26    licensee retires during a renewal cycle, the licensee must

1    notify the State Board of Education using ELIS that the
2    licensee wishes to maintain the license in retired status
3    and must show proof of completion of professional
4    development activities on a prorated basis for all years of
5    that renewal cycle for which the license was active. An
6    individual with a license in retired status shall not be
7    required to complete professional development activities
8    or pay registration fees until returning to a position that
9    requires educator licensure. Upon returning to work in a
10    position that requires the Professional Educator License,
11    the licensee shall immediately pay a registration fee and
12    complete renewal requirements for that year. A license in
13    retired status cannot lapse. Beginning on January 6, 2017
14    (the effective date of Public Act 99-920) this amendatory
15    Act of the 99th General Assembly through December 31, 2017,
16    any licensee who has retired and whose license has lapsed
17    for failure to renew as provided in this Section may
18    reinstate that license and maintain it in retired status
19    upon providing proof to the State Board of Education using
20    ELIS that the licensee is retired and is not working in a
21    position that requires a Professional Educator License.
22        (7) For any renewal cycle in which professional
23    development hours were required, but not fulfilled, the
24    licensee shall complete any missed hours to total the
25    minimum professional development hours required in this
26    Section prior to September 1 of that year. For any fiscal

1    year or renewal cycle in which an Illinois Administrators'
2    Academy course was required but not completed, the licensee
3    shall complete any missed Illinois Administrators' Academy
4    courses prior to September 1 of that year. The licensee may
5    complete all deficient hours and Illinois Administrators'
6    Academy courses while continuing to work in a position that
7    requires that license until September 1 of that year.
8        (8) Any licensee who has not fulfilled the professional
9    development renewal requirements set forth in this Section
10    at the end of any 5-year renewal cycle is ineligible to
11    register his or her license and may submit an appeal to the
12    State Superintendent of Education for reinstatement of the
13    license.
14        (9) If professional development opportunities were
15    unavailable to a licensee, proof that opportunities were
16    unavailable and request for an extension of time beyond
17    August 31 to complete the renewal requirements may be
18    submitted from April 1 through June 30 of that year to the
19    State Educator Preparation and Licensure Board. If an
20    extension is approved, the license shall remain valid
21    during the extension period.
22        (10) Individuals who hold exempt licenses prior to
23    December 27, 2013 (the effective date of Public Act 98-610)
24    shall commence the annual renewal process with the first
25    scheduled registration due after December 27, 2013 (the
26    effective date of Public Act 98-610).

1        (11) Notwithstanding any other provision of this
2    subsection (e), if a licensee earns more than the required
3    number of professional development hours during a renewal
4    cycle, then the licensee may carry over any hours earned
5    from April 1 through June 30 of the last year of the
6    renewal cycle. Any hours carried over in this manner must
7    be applied to the next renewal cycle. Illinois
8    Administrators' Academy courses or hours earned in those
9    courses may not be carried over.
10    (f) At the time of renewal, each licensee shall respond to
11the required questions under penalty of perjury.
12    (g) The following entities shall be designated as approved
13to provide professional development activities for the renewal
14of Professional Educator Licenses:
15        (1) The State Board of Education.
16        (2) Regional offices of education and intermediate
17    service centers.
18        (3) Illinois professional associations representing
19    the following groups that are approved by the State
20    Superintendent of Education:
21            (A) school administrators;
22            (B) principals;
23            (C) school business officials;
24            (D) teachers, including special education
25        teachers;
26            (E) school boards;

1            (F) school districts;
2            (G) parents; and
3            (H) school service personnel.
4        (4) Regionally accredited institutions of higher
5    education that offer Illinois-approved educator
6    preparation programs and public community colleges subject
7    to the Public Community College Act.
8        (5) Illinois public school districts, charter schools
9    authorized under Article 27A of this Code, and joint
10    educational programs authorized under Article 10 of this
11    Code for the purposes of providing career and technical
12    education or special education services.
13        (6) A not-for-profit organization that, as of December
14    31, 2014 (the effective date of Public Act 98-1147), has
15    had or has a grant from or a contract with the State Board
16    of Education to provide professional development services
17    in the area of English Learning to Illinois school
18    districts, teachers, or administrators.
19        (7) State agencies, State boards, and State
20    commissions.
21        (8) Museums as defined in Section 10 of the Museum
22    Disposition of Property Act.
23    (h) Approved providers under subsection (g) of this Section
24shall make available professional development opportunities
25that satisfy at least one of the following:
26        (1) increase the knowledge and skills of school and

1    district leaders who guide continuous professional
2    development;
3        (2) improve the learning of students;
4        (3) organize adults into learning communities whose
5    goals are aligned with those of the school and district;
6        (4) deepen educator's content knowledge;
7        (5) provide educators with research-based
8    instructional strategies to assist students in meeting
9    rigorous academic standards;
10        (6) prepare educators to appropriately use various
11    types of classroom assessments;
12        (7) use learning strategies appropriate to the
13    intended goals;
14        (8) provide educators with the knowledge and skills to
15    collaborate; or
16        (9) prepare educators to apply research to
17    decision-making.
18    (i) Approved providers under subsection (g) of this Section
19shall do the following:
20        (1) align professional development activities to the
21    State-approved national standards for professional
22    learning;
23        (2) meet the professional development criteria for
24    Illinois licensure renewal;
25        (3) produce a rationale for the activity that explains
26    how it aligns to State standards and identify the

1    assessment for determining the expected impact on student
2    learning or school improvement;
3        (4) maintain original documentation for completion of
4    activities; and
5        (5) provide license holders with evidence of
6    completion of activities.
7    (j) The State Board of Education shall conduct annual
8audits of a subset of approved providers, except for school
9districts, which shall be audited by regional offices of
10education and intermediate service centers. Each approved
11provider, except for school districts, that is audited by a
12regional office of education or intermediate service center
13must be audited at least once every 5 years. The State Board of
14Education shall complete random audits of licensees.
15        (1) Approved providers shall annually submit to the
16    State Board of Education a list of subcontractors used for
17    delivery of professional development activities for which
18    renewal credit was issued and other information as defined
19    by rule.
20        (2) Approved providers shall annually submit data to
21    the State Board of Education demonstrating how the
22    professional development activities impacted one or more
23    of the following:
24            (A) educator and student growth in regards to
25        content knowledge or skills, or both;
26            (B) educator and student social and emotional

1        growth; or
2            (C) alignment to district or school improvement
3        plans.
4        (3) The State Superintendent of Education shall review
5    the annual data collected by the State Board of Education,
6    regional offices of education, and intermediate service
7    centers in audits to determine if the approved provider has
8    met the criteria and should continue to be an approved
9    provider or if further action should be taken as provided
10    in rules.
11    (k) Registration fees shall be paid for the next renewal
12cycle between April 1 and June 30 in the last year of each
135-year renewal cycle using ELIS. If all required professional
14development hours for the renewal cycle have been completed and
15entered by the licensee, the licensee shall pay the
16registration fees for the next cycle using a form of credit or
17debit card.
18    (l) Any Beginning July 1, 2014, any professional educator
19licensee endorsed for school support personnel who is employed
20and performing services in Illinois public schools and who
21holds an active and current professional license issued by the
22Department of Financial and Professional Regulation or a
23national certification board, as approved by the State Board of
24Education, related to the endorsement areas on the Professional
25Educator License shall be deemed to have satisfied the
26continuing professional development requirements provided for

1in this Section. Such individuals shall be required to pay only
2registration fees to renew the Professional Educator License.
3An individual who does not hold a license issued by the
4Department of Financial and Professional Regulation shall
5complete professional development requirements for the renewal
6of a Professional Educator License provided for in this
7Section.
8    (m) Appeals to the State Educator Preparation and Licensure
9Board must be made within 30 days after receipt of notice from
10the State Superintendent of Education that a license will not
11be renewed based upon failure to complete the requirements of
12this Section. A licensee may appeal that decision to the State
13Educator Preparation and Licensure Board in a manner prescribed
14by rule.
15        (1) Each appeal shall state the reasons why the State
16    Superintendent's decision should be reversed and shall be
17    sent by certified mail, return receipt requested, to the
18    State Board of Education.
19        (2) The State Educator Preparation and Licensure Board
20    shall review each appeal regarding renewal of a license
21    within 90 days after receiving the appeal in order to
22    determine whether the licensee has met the requirements of
23    this Section. The State Educator Preparation and Licensure
24    Board may hold an appeal hearing or may make its
25    determination based upon the record of review, which shall
26    consist of the following:

1            (A) the regional superintendent of education's
2        rationale for recommending nonrenewal of the license,
3        if applicable;
4            (B) any evidence submitted to the State
5        Superintendent along with the individual's electronic
6        statement of assurance for renewal; and
7            (C) the State Superintendent's rationale for
8        nonrenewal of the license.
9        (3) The State Educator Preparation and Licensure Board
10    shall notify the licensee of its decision regarding license
11    renewal by certified mail, return receipt requested, no
12    later than 30 days after reaching a decision. Upon receipt
13    of notification of renewal, the licensee, using ELIS, shall
14    pay the applicable registration fee for the next cycle
15    using a form of credit or debit card.
16    (n) The State Board of Education may adopt rules as may be
17necessary to implement this Section.

21    Section 99. Effective date. This Act takes effect July 1,
222017.
